On September 3, City Council expressed agreement with these recommendations. City <br />Council agreed that Natural Medicine Healing Centers would be analogous to <br />professional and medical offices, including therapy offices, and indicated no objections <br />to the existing zoning districts proposed for that use. City Council similarly found that <br />Natural Medicine Cultivation, Production, and Testing Facilities are analogous to light <br />industrial, and manufacturing uses and indicated no objections to the existing zoning <br />districts proposed for those uses. <br />Based on the existing buffer map (Attachment F), the majority of Downtown Louisville <br />would not be eligible for a Natural Medicine Healing Center use. The buffer map is <br />subject change as licensed child care facilities and schools open or close. This was <br />brought to the attention of City Council, and no further action or ordinance updates were <br />requested to address Natural Medicine Healing Centers in Downtown Louisville. <br />The City Council discussed limitations on the hours of operation for Natural Medicine <br />Healing Centers. The City Council requested that staff further research hours of <br />operation limitations for Natural Medicine Healing Centers. <br />Staff have proposed a limitation on hours of operation for Natural Medicine Healing <br />Centers from 8:00am — 10:00pm, which is the same as medical marijuana businesses in <br />the City of Louisville. Staff are not aware of any studies that demonstrate any impacts of <br />these businesses on the surrounding community. Given these current unknowns, staff <br />are proposing these limitations with the understanding that the State has drafted <br />comprehensive rules focused on operation and management of Natural Healing Centers <br />(Attachment E). <br />PROPOSAL: <br />Natural Medicine Healing Centers <br />Based on the nature of the use, staff and the City Council believe that Natural Medicine <br />Healing centers will operate similar to medical offices, including therapy offices. As <br />such, the use classification of a Natural Medicine Healing Centers is most appropriately <br />aligned with a "professional or medical office", currently defined in the LMC as the office <br />of an engineer, dentist, doctor, attorney, real estate broker, insurance broker, architect, <br />or other similar professional persons. <br />Under this draft ordinance, Chapter 17 of the LMC will be updated to define Natural <br />Medicine Healing Centers to align with the State law and permit the Natural Medicine <br />Healing Center use in the following zone districts: <br />• Administrative Office (A-O) <br />• Administrative Office -Transition (AO-T) <br />• Business Office (B-O) <br />• Commercial Community (C-C) <br />• Commercial Business (C-B) <br />4 <br />
