retain the existing 6'-5" sidewalk within the public right-of-way, as well as 5' walkway <br />adjacent to the building on private property. Walnut frontage will maintain a 4'-5" <br />sidewalk in the right-of-way adjacent to the curb as well as an 8' walkway adjacent to the <br />building. The proposed location of the landscape areas along Walnut Street blocks <br />continuous pedestrian access using sidewalk within the public right-of-way. <br /> <br />In response to that concern an alternative pedestrian access plan has been provided which <br />reduces the area of landscape islands but maintains a minimum 6' clear separation <br />between potential pedestrian obstructions within the right-of-way. <br /> <br />Building height is 38 feet to the top of the roofline and 39 feet to the top of the roof top <br />mechanical Units. Effective November 27,1998, building heights within the Old Town <br />CC Commercial District are subject to a maximum building height of 29'-0". The 29' is <br />inclusive of not only the highest point to the roof surface, but also building parapets and <br />rooftop mechanical equipment. The ordinance does authorize City Council to grant relief <br />to the maximum building height through the PUD process. <br /> <br />The preliminary PUD was initially submitted on August 24, 1998. The final PUD was <br />submitted November 18, 1998. <br /> <br />The applicant's January 4, 1999 response letter requests relief from the building height <br />restriction on the grounds that a third story element opens up the site plan for the <br />provision of on-site parking, as well as open space amenities. <br /> <br />The revised PUD reflects a third story element that predominantly faces Front Street. The <br />area of the third story is 2,859 SF for a 42% coverage of the two-story footprint. The <br />third story component of the building incorporates all of the third story square footage <br />under a sloped roof. The sloped roof or three-story section of the building is a prominent <br />part of the east and a portion of the south building elevations. The revised PUD reflects <br />that on the south building elevation approximately half of the linear distance of the roof <br />system facing Walnut Street is setback about 10' from the vertical wall plane of the two <br />story building. The north building setback is 5'. The third story sloped roof component of <br />the building is now setback 58'-0" from the west facade of the two story portion of the <br />building facing the alley. The scale of 1"=20' reflected on sheet 1 for the site plan is <br />incorrect. The correct scale is 1"=10'. The scale of 1"=10' reflected on the Alternate <br />Pedestrian Access site plan is correct. <br /> <br />In response to the a Planning Commission condition of preliminary approval, the revised <br />Final PUD has incorporated brick on the main floor of the building which wraps all <br />elevations with exception of the elevations facing the rear parking lot. Additional <br />building detail has been added to the base of the main level of the building in the form of <br />tile and additional stone veneer. Asphalt shingles are proposed on the pitched roof <br />system. Roof-mounted mechanical units are proposed both on the flat roof of the two- <br />story portion of the building and within a well on top of the third story element.
