Light stated that the task listed on page 19 could be revised to say 'Adopt a zoning code <br />amendment that would set the maximum square footage in the core and transition areas <br />west of the railroad tracks at approximately 354,000 square feet.' <br /> <br />Davidson agreed. <br /> <br />Davidson moved that Council approve Resolution No. 6, Series 1999, a Resolution <br />Adopting the Downtown Louisville Framework Plan as an Amendment and Update to the <br />City's Comprehensive Plan as amended, seconded by Sisk. <br /> <br />Roll call was taken. Motion passed by a 6-0 vote. <br /> <br />RESOLUTION NO. 13, SERIES 1999 - FINAL PUD DEVELOPMENT PLAN - <br /> 901-909 FRONT STREET <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, stated that Hartronft, Fauri Architects, P.C. has submitted <br />a Final PUD Development Plan for a two and three story commercial building located at <br />901 - 909 Front Street. The application, as it was submitted prior to February 16, 1999, is <br />not subject to Ordinance No. 1292, Series 1999 that establishes a temporary moratorium <br />in Downtown Louisville. <br /> <br />Since the approval of the Preliminary PUD in October of 1998, Council directed staff to <br />prepare a parking ordinance, which would require the provision of off-street parking <br />within the Downtown CC and CB Zone Districts. The public hearing of the ordinance is <br />scheduled for March 16, 1999. The pending ordinance if authorized would establish a <br />parking requirement of 2.0 spaces per 1,000 square feet of floor area for all new <br />construction downtown. Retail and restaurant space would only have to provide half that <br />amount of parking based on the number of employees. If the pending ordinance was <br />amended to a ratio of 2.5 spaces/1,000 SF of new construction, 58 spaces would be <br />required. <br /> <br />The revised PUD has incorporated considerable landscape and pedestrian amenities into <br />the streetscape adjacent to the building. The intent of the applicant is to provide amenities <br />along the streetscape which provide more pedestrian interest and breakup what would <br />otherwise be about a 17' wide concrete slab from the building line to the curb line. The <br />features include bike parking, landscape areas including sod, low shrubs and perennial <br />plantings, as well as some street furniture. <br /> <br />The primary concern raised by the Commission was to insure that a handicapped <br />accessible route is maintained on both frontages of the building within the public right- <br />of-way. A handicapped ramp has been proposed at the comer of Walnut and Front Street <br />that would be on private property outside the right-of-way. Utilizing the ramp, an <br />accessible route would be established from the comer to the west by the 8' walkway that <br />is proposed immediately adjacent to the building on private property.
