Mayer asked for the original width of the sidewalks. <br /> <br />Wood replied approximately 6 ¥2' on Front Street and approximately 7' on Walnut. He <br />stated that the Planning Department recommends option 'B' unless Council would prefer <br />to have more landscaping. He agreed to work with the applicant to incorporate that. He <br />expressed concern that the reconfigUration of Front Street would require additional right- <br />of-way dedication, which would encroach in the plaza areas. <br /> <br />Keany asked for clarification that this would determine whether the unobstructed <br />sidewalk would be on City property or on private property. <br /> <br />Wood replied, yes. <br /> <br />Keany questioned whether there would be sufficient sidewalk on the other side of the <br />planters that would allow for handicap access. <br /> <br />Wood replied, yes. <br /> <br />Phare disagreed with Wood. He stated that there are steps on the east end of the project, <br />and he felt that there would not be handicap access from the east end of the project. <br /> <br />Simmons explained that under Option 'A' a pedestrian could not traverse the City <br />sidewalk, they would be required to walk onto private property to get from Front Street. <br />Option 'B' would allow a pedestrian to stay on City property all the way. Simmons <br />recommended Option 'B'. <br /> <br />Wood agreed. <br /> <br />Mayer asked whether the private property owner could restrict access. <br /> <br />Simmons replied, yes. <br /> <br />Davidson moved that Council approve Resolution No. 13, Series 1999 - a Final PUD <br />Development Plan for 901-909 Front Street, amended to show Option 'B' as the <br />pedestrian access and amended with language developed by the City Attorney and <br />approved by the Mayor to state that 2.5 parking spaces per 1,000 sf is required with the <br />Downtown Louisville Framework Plan provided for guidance, as well as the Commercial <br />Development Design Standards & Guidelines, seconded by Levihn. <br /> <br />Mayer offered a friendly amendment that the City Attorney develop language to be <br />approved by the Mayor that if any additional square footage is made available through <br />Transferable Development Rights (TDR) or a similar program that this property is not <br />eligible, accepted by Davidson and Levihn. <br /> <br />28 <br /> <br /> <br />
