Bill Simmons, City Administrator, suggested changing the word 'devices' to <br />'techniques. ' <br /> <br />Davidson agreed. He suggested that on page 20, under the heading Projections, the <br />sentence 'A parking demand of 2.0 spaces per 1,000 gross square feet of building area <br />was arrived at based upon this study' be changed to read a demand of 2.5 spaces. On <br />page 21, the last sentence under the heading Proposals reads 'Private or combined public <br />and private funding mechanisms would be required to develop employee-oriented <br />parking facilities in these proposed areas.' He questioned whether anyone on Council <br />has spoken favorably of the public providing employee parking and suggested striking <br />the words 'or combined public and private' so the sentence reads 'Private funding <br />mechanisms would be required to develop employee-oriented parking facilities in these <br />proposed areas.' <br /> <br />Mayer disagreed, he felt the City should be part of the solution. <br /> <br />Davidson stated that there is another section of the Plan that addresses this. <br /> <br />Sisk agreed with Mayer. <br /> <br />Davidson stated that the sentence on page 22 which reads '...parking structures cost <br />approximately $10,000 per space, exclusive of land costs,' be changed to read $18,000 <br />per space. In the same paragraph, the sentence 'Other solutions less costly than parking <br />structures involve expanded surface parking lots, which cost between $4,500 and $11,000 <br />per space, inclusive of all costs,' should be changed to read '$6,000 and $11,000 per <br />space. ' <br /> <br />Mayer expressed concern that there are a lot of hard and fixed numbers included for a <br />comprehensive plan. <br /> <br />Davidson stated that he would approve of removing the cost factors. <br /> <br />Mayer agreed. He stated that he has yet to see such detail in a comprehensive plan. <br /> <br />Davidson suggested striking the numbers that refer to the cost per space. <br /> <br />Council agreed. <br /> <br />Davidson suggested striking the entire paragraph on page 23 which states 'Many of these <br />previously discussed parkingfacilities might be public, private or a combination thereof <br />and could be financed in variety of manners. Financing mechanisms could include <br />assessments on property owners in a defined parking district such that those who benefit <br />the most or generate the largest demand would pay a share proportionate to that benefit <br />or demand. Impact fees could also be collected for public parking facilities at the time of <br />building permit issuance.' <br /> <br /> <br />
