Davidson questioned whether the policy listed on page 24 - 'Additional parking lots <br />fronting Main Street should be prohibited' should be changed to read 'Additional parking <br />lots fronting Main Street should be discouraged.' <br /> <br />Howard stated that underground parking could certainly face Main Street and he was <br />uncertain that Council wanted to discourage something like that. <br /> <br />Mayer agreed. He suggested that the wording be changed to 'surface parking lots <br />fronting Main Street.' <br /> <br />Davidson suggested changing the statement to read 'Additional parking lots fronting <br />Main Street should be discouraged.' <br /> <br />Council agreed. <br /> <br />Davidson questioned whether the task listed on page 24, which reads 'Identify equitable <br />funding mechanisms for future public and/or private parking lots.' should include the <br />word 'public.' <br /> <br />Mayer stated that he felt it should, as the City should be cooperating with the private <br />sector. <br /> <br />Davidson replied that the next task listed addresses the issue. <br /> <br />Davidson stated that on page 31, the first item listed under 'Policies' reads 'Permit <br />development at a two-story scale with third-story buildings permitted when defined goals <br />are achieved. These goals could include reserving a portion of the building for <br />residential use, providing public spaces such as plazas or significant outdoor dining <br />areas, providing public art and meeting defined historic preservation goals.' He <br />suggested eliminating the term 'residential use' as Council only discussed evaluating <br />this, not doing it. <br /> <br />Davidson questioned the floor area ratio of 1.3 listed for transitional areas and asked if <br />that number might be high for a transitional area. <br /> <br />Howard replied that Council has not really discussed the transitional area having a solid <br />number. <br /> <br />Davidson stated that floor area ratio of 2.0 in the core area is also a rather high density. <br /> <br />Mayer stated that this chapter outlines architectural guidelines and these numbers were <br />identified for architectural purposes.
