City Council Business Retention & Development Committee
Meeting Minutes
December 4, 2006

Members are in agreement that the program should not be administered by the
City in the long run, but it may need City support to get it off the ground. Brown
noted that perhaps the City could approve a grant to another entity to run the
program.

Members agreed on May 1 as the goal to have the program in place.

UPDATE - WEB SITE AND MARKETING MATERIALS

Hogan noted that the City is now in possession of the original InDesign File for
the profile piece and we can now update and print it as needed.

Hogan noted that the web site will need to be updated to include the Business
Assistance Program once it is adopted.

Hogan is reviewing the proposal from CC Intellect to determine which of their
services are needed and what the final costs will be. She will meet with Balser
and Muth to discuss it further.

Brown asked that the City contract with ZVC to continue with the maintenance of
the site as needed to keep it current.

UPDATE - BUSINESS ASSISTANCE PROGRAM

Muth informed the members that the program will go to the City Council for
approval at the December 19 meeting.

Members discussed the merits of how incentives should be given: to developers
or retailers.

Lehman noted that Louisville development fees are very high. Members asked
staff to provide a comparison of Louisville's fees with other municipalities for the
January 8 meeting.

DISCUSSION - DRAFT BUSINESS RETENTION PLAN

Hogan presented her plan for members of the City Council and BRaD to visit to
local businesses to get feedback. She noted that she will give all members
training on what to ask and how to approach the businesses. Hogan will meet
with staff to create a list of the businesses to visit; in particular she noted that the
largest employer and the two largest sales tax generators need to be visited.
