Mr. Gilliam <br /> confirmed he did. <br /> MOTION: Council member Marsella moved for approval of Resolution No. 14, <br /> Series 2006, seconded by Council member Muckle. All in favor. <br /> APPROVAL OF RFP FOR DESIGNATED PUBLIC ACCESS TELEVISION <br /> PROVIDER <br /> Mayor Sisk requested a Staff presentation. <br /> Assistant City Manager for Governmental Relations Balser explained she <br /> prepared the RFP for Designated Public Access Television Provider using a <br /> format used by the City of Denver. The City Manager and City Attorney reviewed <br /> and revised the RFP. If approved, the RFP would be issued and submitted <br /> proposals would be evaluated. Once a provider is identified, a contract would be <br /> prepared establishing the specific agreement between the City and Provider. The <br /> proposed agreement will be prepared by the City Attorney for approval by City <br /> Council at a later date. <br /> Mayor Sisk requested public comment. There were no comments <br /> COUNCIL COMMENT <br /> Council member Muckle asked if the requirement and cost of insurance are <br /> standard. Assistant City Manager Balser confirmed they are standard. City <br /> Manager Simmons reported some non-profits have difficulties in obtaining <br /> insurance in the limits outlined in the RFP. City Attorney Light explained in a <br /> service contract relationship, the general liability coverage by the service provider <br /> should be at least equal to the City's exposures to liability. <br /> Mayor Pro Tern Brown asked if the limits of insurance are negotiable. City <br /> Attorney Light explained Council can discuss the limits of insurance in the RFP. <br /> Council member Sackett asked if CCTV has reviewed the RFP for Public Access <br /> TV Provider. Assistant City Manager Balser stated they had not. <br /> Mayor Sisk explained because of the limited timeline, this RFP format was taken <br /> from the City of Denver and modified by Staff and the City Attorney. It was his <br /> hope a local group would be the designated public access provider. Council <br /> member Marsella requested the Council's desire for a local group designation as <br /> the public access provider be added to the RFP. <br /> Mayor Sisk suggested Council direct Staff to refine the RFP and advertise for <br /> proposals. There was Council consensus. <br />
