<br /> City Council <br /> Meeting Minutes <br /> March 21, 2006 <br /> Page 13 of 15 <br /> Mayor Sisk asked for Council volunteers to evaluate and review the proposals. <br /> Council members Muckle and Clabots volunteered to review the proposals. <br /> AWARD CONTRACT FOR CITY HALL REMODEL CONSTRUCTION <br /> MANAGER/GENERAL CONTRACTOR SERVICES <br /> Mayor Sisk requested a Staff presentation. <br /> Deputy City Manager Boyd reported on the Request for Proposals for <br /> Construction Manager/General Contractor services, which was published on <br /> February 17 with proposals due by March 3. Six proposals were received and the <br /> following three contractors were interviewed: 1) Golden Triangle Construction, 2) <br /> Adolfson & Peterson Construction and 3) Pinkard Construction Company. The <br /> interviews were conducted by Project Architect Greg McMenamin; Council <br /> members Sheri Marsella and Frost Yarnell; Library Contract Project Manager <br /> Paul Wember and City Staff members Darwin Brownson and Julie Boyd. The <br /> committee agreed unanimously to recommend that City Council enter into a <br /> contract for CM/GC services with Pinkard Construction Company. <br /> Pinkard Construction Company scored higher than the other two companies in <br /> the areas of: staffing, as their project manager and superintendent have <br /> extensive experience in managing renovations in owner occupied buildings; <br /> preconstruction services including scheduling and budget management; phasing <br /> recommendation which was considered and reasonable. Their experience in <br /> working on energy efficient buildings and relationships with building systems <br /> contractors and estimators was also a strong factor. <br /> Pinkard Construction Company reviewed and approved the City's contract for <br /> CM/GC services, and proposed a construction of 183 days with fees for <br /> preconstruction services of $6,581 and overhead and profit based on 5% of the <br /> guaranteed maximum price (GMP). The GMP will be determined at the 50% <br /> construction drawings phase and presented to the City Council for approval at a <br /> regular meeting. This process was followed for CM/GC services for the <br /> construction of the new library. If upon review of the GMP the City Council <br /> determines that the cost of the renovation is too high, the CM/GC will be paid for <br /> the pre-construction services amount only. Pinkard Construction Company has <br /> stated, based on their review of the schematic drawings, the project can be <br /> completed within the time frame and budget proposed. <br /> Staff requested the City Council authorize the Mayor to amend the contract for <br /> CM/GC services, extending the schedule and increasing the general conditions <br /> by the pro-rated monthly amount if required by adding an energy consultant. <br /> Council member Marsella reported all three of the firms were excellent; however <br /> the Committee felt for this project Pinkard was the best fit. <br />
