Although it is not grounds to revoke a contractors' license, such cases <br /> might warrant a doubling of building permits fees. <br /> Council member Muckle commended the work of the Historic Preservation <br /> Commission and encouraged Council to consider funding seed money for <br /> incentive programs in the 2007 budget. He suggested creative funding <br /> alternatives through reduction of fees and partnering with the other boards and <br /> commissions and City departments. <br /> Mayor Pro Tern Brown voiced his concern over an incentive program with the <br /> City's limited budget funds. He suggested the Historic Preservation Commission <br /> conduct extensive public hearings and commence educational program in an <br /> outreach to the community prior to any architectural design review proposals. <br /> Mayor Sisk suggested the Commission partner with the owners of historic <br /> properties. He thanked the Historic Preservation Commission for their work, <br /> particularly with the demolition permits. <br /> Michael Koertje clarified the Historic Preservation Commission does not plan to <br /> undertake an architectural design review process. He explained the design <br /> review process was brought up by a resident at a recent Ward meeting. <br /> DISCUSSION/DIRECTION - CITY OF LOUISVILLE SECTION 106 <br /> COMMENTS UNDER THE NATIONAL HISTORIC PRESERVATION ACT <br /> REGARDING HISTORIC STRUCTURES AND THE FASTRACKS PLAN <br /> Mayor Sisk requested a Staff presentation. <br /> Community Facilitator Muth explained Section 106 of the National Historic <br /> Preservation Act requires Federal agencies to consider historic preservation <br /> values when planning their activities. A Federal agency must identify affected <br /> historic properties, evaluate the proposed action's effects, and explore ways to <br /> avoid or mitigate those effects. As the FasTracks project will involve Federal <br /> funding, the Section 106 process has been initiated. CDOT and RTD initiated a <br /> historic architectural resource review of the Area of Potential Effect (APE) for <br /> both the rail and highway portions of the US 36 Corridor improvements planned <br /> as a part of FasTracks. The similarly completed archaeological survey found no <br /> sites in Louisville eligible for the National Register. The historic architectural <br /> survey identified all sites/structures in the APE that qualify for listing on the <br /> National Register of Historic Places. These Determinations of Eligibility are what <br /> the City is being asked to comment about. <br /> The survey found eleven sites in Louisville that qualify for the National Register <br /> of Historic Places as well as a number of irrigation ditches that were determined <br />
