City Council
Meeting Minutes
March 21, 2006
to be eligible. The list of buildings includes five structures already listed on the
National Register, five sites previously surveyed and determined to be eligible for
the National Register, and one additional site not previously surveyed. Those
sites are: 1016 Main Street; 1124 Main Street; 616 Front Street; 1006 Pine
Street; Tract 712; 945 Front Street; 740 Front Street; 801 Lee Avenue; 809 Lee
Avenue; 1101 South Street and 1004 Griffith Street. The sites found to be eligible
are along the rail corridor. This is attributed to the fact Louisville was originally
platted and grew and developed around the railroad tracks.
Section 106 does not require all of the identified sites be preserved, only that
efforts be made to avoid them if possible. The City can request any removed or
affected sites be fully documented prior to removal. Staff believes the survey was
done well and with sufficient research at both our local museum as well as
through Boulder County records. Staff also feels the report's findings list all of the
sites that would be listed as well as one additional site on Griffith Street, which
staff was unaware as it has not been previously surveyed.
The report lists management recommendations for the eleven sites in Louisville,
all of which have a management recommendation of "Preserve/Avoid." City Staff
recommends the City's Section 106 comments strongly encourage the
preservation of the eleven sites as well as state if any of the eleven sites are
impacted or slated for removal, the City be notified well in advance so attempts
may be made to find alternatives. CDOT is requesting comments on the APE.
Chairperson Lewis stated it was suggested the Historic Preservation Commission
categorize the eleven structures in terms of priority of importance. She stressed
there is not enough information to prioritize these properties, nor is it appropriate
to claim some properties are more important than others. The Commission
agrees it is critical to receive timely notification of any plans jeopardizing any of
the eleven structures so alternatives can be sought.
Mayor Sisk suggested the City take a strong stand on the preservation of the
eleven properties. He proposed a letter with a copy of the Historic Preservation
Commission memorandum. There was Council consensus.
RESOLUTION No. 11, SERIES 2006 - A RESOLUTION REGARDING THE
TIMING OF REVIEW OF THE COMPREHENSIVE PLAN 2005 UPDATE
(continued from 3/7/06)
Mayor Sisk requested a Staff presentation.
Planning Director Paul Wood reported the City Council previously discussed
changing the date for review of the Comprehensive Plan, which was adopted in
August of 2005. Section 1.12 of the Comprehensive Plan indicates the first
review of the Plan should be completed on or be fore August 1, 2008, and every
