<br /> City Council <br /> Meeting Minutes <br /> June 6, 2006 <br /> Page 11 of 16 <br />Mayor Sisk request public comment. <br />Scott Deborski, 565 LaFarge Avenue, Louisville, CO thanked the City Staff and <br />City Council for their consideration of the Highway 42 Comp Plan Amendment. <br />Mayor Sisk requested public comment. There were no comments. <br />MOTION: Mayor Pro Tem Brown moved to approve Resolution No. 27, Series <br />2006, seconded by Council member Muckle. All in favor. <br />NORTH END PROJECT <br />City Attorney Light reviewed the Louisville Home Rule Charter provision as it <br />relates to the addition of the North End project to the agenda. The City Council <br />may engage in discussions and take formal action on a matter of business that is <br />not on the agenda upon a finding of the Mayor that such action promotes the <br />welfare of the City and is important the matter be acted on before the next City <br />Council meeting. The subdivision regulations state within 15 days after approval <br />of a Preliminary PUD plat is approved or disapproved with conditions; the <br />subdivider has a right to ask the Council to review the matter. The Mayor and <br />City Council may call-up the matter for their review. <br />Mayor Sisk found there was sufficient need to invoke the Charter provision to <br />call-up the North End Project for discussion on a procedural matter. He <br />requested a Staff presentation. <br />City Manager Simmons reported the Planning Commission approved the North <br />End Subdivision Project. <br />Planning Director Wood explained the North End project was approved by the <br />Planning Commission with 16 conditions. Those conditions dealt with lot size, <br />increase of commercial area and a reduction of the number of residential housing <br />units. The Planning Commission requests Council direction on the City's <br />affordable housing objectives. <br />Council member Marsella asked if the Preliminary PUD Plat wouldn't come <br />before the City Council anyway. City Attorney Light explained the Planning <br />Commission reviews the Preliminary PUD Plat and the Final PUD Plat and then <br />forwards a recommendation to Council on the Final PUD Plat. <br />Council member Muckle asked if the Council exercises this option, would the <br />Preliminary PUD go back to the Planning Commission. City Attorney Light <br />responded no, and explained the Council could approve the Preliminary Plat, <br />approve it with modification, or deny the Plat. <br />
