<br /> City Council <br />Meeting Minutes <br /> June 6, 2006 <br /> Page 6 of 16 <br />Mayor Pro Tem Brown opened the public hearing and requested public <br />comment. There were no comments. The public hearing was closed. <br />MOTION: Council member Marsella moved for approval of Ordinance No. 1493, <br />Series 2006, seconded by Council member Clabots. Roll call vote was taken. <br />The motion passed by a vote of 6-0. <br />Mayor Sisk returned to the meeting. <br />PRESENTATION - PHOTOVOL TAlC FEASIBILITY STUDY FOR NEW <br />LOUISVILLE PUBLIC LIBRARY (ARCHITECTURAL ENERGY <br />CORPORATION) <br />Mayor Sisk requested a presentation on the photovoltaic feasibility study. <br />Deputy City Manager Boyd reported the City Council authorized an agreement <br />with Architectural Energy Corporation for professional services for the installation <br />of a photovoltaic (PV) power system on the roof of the new Louisville Public <br />Library. The first phase of the three-phase agreement is for completion of a <br />feasibility study, including an evaluation of the preferred type of system and an <br />economic analysis of the system including payback period with available rebates. <br />Mike Johnston, Architectural Energy Corporation (AEC) reviewed the feasibility <br />study through a slide presentation, which included the system schematics; the <br />design parameters; projected annual photovoltaic system performance; monthly <br />photovoltaic system performance; example of ballast on a flat roof mounted <br />system; and the Colorado rebates and renewable energy credits. He provided <br />an example through a quote from a local company and reviewed an economic <br />analysis of the cost for a photovoltaic power system for the new library. <br />Mayor Sisk requested public comment. <br />Garrett Mundelein, 555 County Road, Louisville, CO asked if the rebates and <br />renewable energy credits are guaranteed. Mr. Johnston explained those funds <br />are put aside. <br />Mr. Mundelein inquired as to the longevity of the system. Mr. Johnston stated <br />manufacturers are offering a 25-year warranty on the modules. <br />Mr. Mundelein asked if there would be a battery backup for the system. Mr. <br />Johnston stated there would be no battery backup. <br />Mr. Mundelein stated he builds energy efficient homes. He cautioned energy <br />costs will continue to go up and stated photovoltaic power is one way to keep <br />costs down. <br />
