Schonbrun, <br />owner and representative of the Residences at Balfour, is requesting approval of <br />a final subdivision replat for Lots 4 and 5 of the Alvenus Subdivision, and a Final <br />PUD development plan for the development of 76, age-restricted, senior <br />independent living units. A total of 60 units would be allocated to a 107,875 <br />square foot, three-story facility and 16 units to a 17,398 square foot, two-story <br />independent living facility. The subject property includes two existing platted lots <br />in the Alvenus Park Subdivision. The lots total approximately 2.78 acres and are <br />located at the southeast corner of Hecla Drive and State Highway 42. Both lots <br />are zoned PClD-C, as part of the Louisville Plaza General Development Plan. <br />The purpose of the subdivision replat is to combine Lots 4 and 5 into one parcel. <br />The development parcel is constrained by the presence of three major <br />easements, one of which is being recommended for vacation. The buildings are <br />situated on the lot based on the locations of the easements and utility right-of- <br />way. Two driveway entrances are proposed: one in alignment with the drive <br />access for the Lodge at Balfour, and the second located at the easterly side of <br />the parcel. The easterly access has been modified as requested by the Fire <br />District to provide a fire access turnaround and a 20' wide fire lane, which <br />extends to the west providing access into the courtyard area. <br />The Planning Commission requested the width of the sidewalk on Hecla Drive be <br />widened from 5' to 6'. The applicant has widened the sidewalk on Hwy 42 to 6' <br />and is requesting the Hecla sidewalk remain at 5'. Landscape coverage is <br />proposed at 48 percent. Plant material requirements meet or exceed the <br />requirements of the CDDSG. <br />Mayor Sisk requested an Applicant presentation. <br />Michael Schonbrun, 1331 Hecla Drive, Louisville, CO addressed the three <br />Balfour senior communities located in the City of Louisville; Balfour Lodge; <br />Cherry Wood Memory Care and the Lodge Cottage Independent living units. He <br />explained the new facility is responsive to the market needs and those of the <br />community. He stated based on the occupancy rates and the wait lists at these <br />facilities, there is a need for one and two bedroom independent living units. <br />Mayor Sisk requested public comment. There were no comments. <br />COUNCIL COMMENTS <br />Council member Muckle commented Balfour provides a progression of senior <br />housing needs. Mr. Schonbrun confirmed there is a continuum of senior care; <br />beginning with independent living and progressing to assisted living; memory <br />care and skilled nursing. <br />
