City Council
Meeting Minutes
August 1, 2006
DOWNTOWN LOUISVILLE BY ELIMINATING SQUARE FOOTAGE OF
PUBLIC FACILITIES FROM INCLUSION IN THE MAXIMUM FLOOR AREA
CALCULATION - 2nd reading - public hearing (advertised Daily Camera
7/11/06)
Mayor Pro Tem Brown requested a City Attorney introduction.
City Attorney Light read Ordinance No. 1497, Series 2006 and noted there are
second reading amendments.
Mayor Pro Tem Brown requested a Staff presentation.
Planning Director Wood explained Ordinance No. 1497, Series 2006, amends
two sections of the Louisville Municipal Code concerning building heights and the
calculation of floor area ratio in Downtown Louisville. Section 17.12.040 would be
amended to increase the maximum building height in the Old Town Commercial
Community (CC) and Commercial Business (CB) Zone Districts, and Section
17.12.060 would be amended to eliminate City owned buildings in the downtown
area from inclusion in the calculation of maximum floor area ratio for the westerly
portion of Downtown Louisville.
The Planning Commission recommended increasing the maximum building
height for the downtown district to 45' for the commercial core area as defined in
the Design Handbook for Downtown Louisville. They also recommended a
maximum building height of 35' for that area in the downtown district described
as the transition area as defined in the Design Handbook for Downtown
Louisville. The recommendation for 35' in the transition zone provides adequate
ceiling heights for two-story construction. The design standards for the transition
area require building setbacks and roof forms which are more consistent with
residential design. Typical building heights in the transition zone are one and two
story structures.
Council member Muckle arrived at the meeting at 7: 15 p.m.
City Attorney Light reviewed the second reading amendments to the ordinance.
Mayor Pro Tem Brown requested public comment. There were no comments.
COUNCIL COMMENT
Council member Marsella asked if the DBA supported the ordinance. Planning
Director Wood stated the DBA submitted a petition of support.
Council member Sackett complimented the Planning Staff and the Planning
Commission for their work on the ordinance and voiced his support.
