This is well known as an occupation tax and applies towards basic local <br /> exchange service or LAN lines only. The amount of the tax levied is $8.00 per <br /> telephone account for which local exchange telephone service is provided within <br /> the corporate limits of the city. This Gharge is passed on to the consumer through <br /> a monthly fee on the telephone bill. The City collects approximately $67,800 in <br /> telephone utility tax annually. <br /> City Staff is in the process of reviewing and updating chapters in the Sales and <br /> Use tax ordinance. The ordinance was reviewed for definition changes and <br /> whether or not the rate levied was reasonable and comparable to what other <br /> Cities charge. Based on the review, the rate is reasonable. However, Staff has <br /> recommended updating the legislative intent and definitions in the chapter and <br /> establishing clearer administration procedures to enable establishing a <br /> reconciliation process and a reporting process to better track the collections <br /> received from the phone companies. The repealing and reenacting of Chapter <br /> 3.26 of the Louisville Municipal Code regarding the telephone utilities tax is not a <br /> TABOR issue matter. <br /> Mayor Sisk opened the public hearing and requested public comment, and <br /> hearing none, closed the public hearing. <br /> MOTION: Council member Sackett moved to approve Ordinance No. 1500 <br /> Series 2006, seconded by Council member Yarnell. Roll call vote was taken. <br /> The motion carried by a vote of 7-0. <br /> DISCUSSION/DIRECTION - COMCAST PEG FEES <br /> Mayor Sisk requested a Staff presentation. <br /> Deputy City Manager Boyd reported the City received a proposal from ANSI, the <br /> audio visual company the City has worked with to formulate a program to provide <br /> audio visual equipment that will enable the City to provide better facilities for <br /> presentations and broadcasts of public meetings held in the City Council <br /> Chambers. <br /> ANSI has outlined their scope of work, following the design recommendations <br /> presented by D.L Adams, an acoustic engineering company previously under <br /> contract to the City Hall project architect, McMenamin Design Associates. The <br /> list of recommended equipment for the project is broken out into three separate <br /> proposals for the basic room equipment; web cast equipment and a podium <br /> equipment cabinet and ADA compliant document table for presentations. <br /> Additional expenses for the project not included in the ANSI proposal are a new <br /> desk top computer for use by the City Clerk to record the meetings, staff tables <br /> with computer access and four floor core drills for the wiring.
