The <br /> four core drills will be completed by the construction contractor. The price has <br /> not yet been determined. Options for staff tables are being researched by the <br /> interior design consultant. Wiring for future computer access at the Council <br /> table will be done by our cabling contractor, although modifications to the table <br /> that may be required have not been included in the project scope of work. The <br /> staff is also requesting pricing from ANSI for equipment that would allow a <br /> greater capacity for recorded information to be played back on Channel 8. The <br /> total for Council Chambers equipment, web camera option, podium and table <br /> total $88,924.51. <br /> Assistant City Manager Balser explained $80,000 was an advance on PEG fees <br /> from Comcast, which represents 42 months of fees. <br /> Peter Stewart, 1132 Jefferson Avenue, Louisville, CO announced CCTV has a <br /> new studio located at 1075 S. Boulder Road, Suite 215, in Louisville. He <br /> stressed the need for new equipment for the public access channel, and reported <br /> on fundraising, and grants received by CCTV. He explained CCTV is busy <br /> working on writing policies and procedures, which would set fees on a sliding <br /> scale. He stated the City Manager has recommended the majority of the PEG <br /> fees be allocated for government access television. He voiced his understanding <br /> of the United States Cable Act, which stipulates PEG fees are only for cable <br /> access needs. He stated there is a distinction between meeting room needs and <br /> cable access needs. He stressed the public cable access channel requires <br /> approximately $60,000 of the PEG fees for equipment. <br /> Assistant City Manager Balser disagreed with Mr. Stewart that the funds can only <br /> be used by government access to broadcast City meetings. She explained other <br /> communities; including the City of Lafayette use PEG fees to purchase <br /> government access equipment, such as microphones and cameras. <br /> COUNCIL COMMENT <br /> There was considerable Council discussion of the split of PEG fees between <br /> government and public access cable television. <br /> Mayor Pro Tem Brown asked if the City of Lafayette has committed to <br /> contributing to CCTV. Mr. Stewart confirmed the City of Lafayette committed to <br /> contributing $7,500 to CCTV. <br /> Council member Muckle asked if there was a clear list of what the PEG fees <br /> could be used for. City Manager Simmons quoted from the Home Rule Charter <br /> Amendment which stipulates whenever feasible the City shall cause documents <br /> to be displayed so that citizens observing Councilor Planning Commission <br /> meetings on television can view those documents. <br />
