<br /> City Council <br /> Meeting Minutes <br /> November a, 2006 <br /> Page 10 of 13 <br /> Mayor Sisk thanked staff for their hard work and what they do on a daily basis to <br /> keep the City vital. <br /> Mayor Sisk continued the final public hearing and approval of the 2007 City of <br /> Louisville budget to November 21, 2006. <br /> MCSTAIN/GATEWAY PRELIMINARY PUD DENIAL APPEAL <br /> (Staff Recommends Continuation to 11/21/06) <br /> MOTION: Mayor Sisk moved to continue the McStain/Gateway Preliminary PUD <br /> Denial Appeal to November 21,2006, seconded by Council member Clabots. <br /> All in favor. <br /> RESOLUTION No. 51, SERIES 2006 - A RESOLUTION APPROVING AN <br /> AMENDMENT TO THE US 36 CORRIDOR COMPREHENSIVE <br /> DEVELOPMENT PLAN INTERGOVERNMENTAL AGREEMENT <br /> - PUBLIC HEARING (advertised Daily Camera 11/1/06) <br /> Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> Assistant City Manager for Governmental Relations Heather Balser explained <br /> Resolution No. 51, Series 2006 approves an amendment to the US 36 Corridor <br /> Comprehensive Development Intergovernmental Agreement so as to provide <br /> water service to Public Service Company of Colorado's Foothills Gas <br /> Compressor Station (the Marshall Rd. site). Per this amendment, the City is <br /> authorized to execute the Foothills Gas Compressor Water Service <br /> Amendment. <br /> Currently the IGA does not allow the party municipalities to provide water service <br /> to Rural Preservation lands. The Foothills Gas Compressor Station is <br /> designated as a Rural Preservation land in the IGA, thus an amendment to the <br /> IGA is required. Boulder County approved on June 15, 2006 a permit for Public <br /> Service of Colorado to construct a gas compressor station on property located <br /> near S. 66th Street and Marshall Driive in unincorporated Boulder County (the <br /> Foothills Gas Compressor Station). As part of the land use approval process in <br /> Boulder County, Xcel proposed to obtain water service to the Foothills Gas <br /> Compressor Station for irrigation and maintenance of landscaping. The <br /> contemplated water service does not contravene the intent of the IGA to ensure <br /> the continuation of rural development on Rural Preservation lands and therefore <br /> can be approved by this amendment. <br /> The Town of Superior, Cities of Louisville and Boulder and Boulder County are all <br /> signatories to the IGA. Staff recommended Council approve the Amendment and <br /> authorize the Mayor to execute the amendment and negotiate and approve such <br />
