He addressed the new fiscal analysis and expressed <br /> concern with utilizing both property taxes and sales taxes over a 25 year period. <br /> He stressed the importance of prioritizing projects. <br /> Mayor Sisk pointed out the latest fisGal analysis projects sales tax and property <br /> tax collection through the urban rene~wal plan. He stated the new analysis <br /> confirms the fiscal analysis presented by Leland and Associates. <br /> MOTION: Mayor Pro Tem Brown moved to approve Resolution No. 37, Series <br /> 2006, with the revisions regarding development standards, additional languages <br /> new locations assistance; and requirement for redevelopment agreements to be <br /> submitted for Council review. Council member Marsella seconded the motion. <br /> Roll call vote was taken. The motion carried by a vote of 5-2. Council members <br /> Yarnell and Muckle voted no. <br /> RESOLUTION No. 49, SERIES 2006 - A RESOLUTION APPROVING A <br /> COOPERATION AGREEMENT BETWEEN THE CITY OF LOUISVILLE AND <br /> THE LOUISVILLE REVIT ALlZA TION COMMISSION <br /> City Attorney Light reported the latest revisions to Resolution No. 49: Paragraph <br /> 5 - Any proposed expenditure that is not part of a previously approved City <br /> Council budget is subject to prior review and approval by the City Council again. <br /> Page 3 -An expressed statement with regards to potential allocation of sales tax. <br /> Page 4 - Additional language regarding organizational matters of the LRC. <br /> Council member Clabots stated the Resolution stipulates the LRC shall not <br /> commit or proceed with any such bonds or other capital or long-term financial <br /> obligations unless a majority of the City Council adopts a Resolution to do so. <br /> Council member Muckle noted this e~xception denies the voter's the opportunity <br /> to vote on bonding issues. City Attorney Light explained under current law an <br /> urban renewal authority is not a district under TABOR. <br /> Council member Yarnell commended everyone for the efforts that went into the <br /> cooperation agreement. <br /> MOTION: Council member Marsella moved to approve Resolution No. 49, Series <br /> 2006, seconded by Mayor Pro Tem Brown. Roll call vote was taken. The motion <br /> carried by a vote of 7-0. <br /> RESOLUTION No. 50, SERIES 2006 - A RESOLUTION APPROVING A TRI- <br /> PARTY AGREEMENT BETWEEN THE LOUISVILLE REVITALIZATION <br /> COMMISSION, THE CITY OF LOUISVILLE, AND BOULDER COUNTY <br />
