The Agreement requires the Subdivider install and maintain all play <br /> field and park improvements. All play fields within the Subdivision shall be open <br /> to public use and shall be available for scheduled activities conducted or <br /> sponsored by the City of Louisville R.ecreation Oepartment. All maintenance and <br /> upkeep of all park equipment, play fields, mowing, and landscape irrigation may <br /> be assigned from the Subdivider to an Owners Association. <br /> Yard and Bulk. North End is proposing yard and bulk standards typical to those <br /> found in cluster development or patio home configurations. The rear of the <br /> property is intended for garage access. Typical site layouts do reflect each unit <br /> will meet the required off-street parking requirement of two spaces per unit. <br /> Parking requirement for the multi-family product is 1.5 per unit with two bedrooms <br /> or less, and two per unit for three bedrooms. The height maximum for single <br /> family and town home construction is 35 feet, which is similar to the standards <br /> currently permitted in the RE, RL, and RM zone districts. Maximum height for the <br /> multi-family and commercial buildings is 40 feet. <br /> Fence Standards. There are four different fence details. Staff recommended the <br /> PUO be revised to clarify both the placement of fences and the role of the City in <br /> enforcing fence standards. <br /> General PUD Revisions. Staff recommended modifications be incorporated on <br /> the PUO Oevelopment Plan: <br /> North End Subdivision Agreement. Principal business points of the Agreement <br /> pertain to the structure of the phasing plan (Section 1.14), Public Use Oedication <br /> of Hecla Reservoir (4.2), Parks (4.5), Trails (4.6), and the Goodhue and <br /> Oavidson Oitch Laterals (8.1). <br /> Phasing. Phase I-A is the development of the commercial portion of the project <br /> and completion of the modifications to Hecla Lake. The Subdivider shall install <br /> and receive construction acceptancE~ of Phase I-A public improvements prior to <br /> moving forward to other residential phases in the project. All trail improvements <br /> are to be completed in Phase I with the exception of two trail systems on the <br /> easterly portion of the project. <br /> Public Use Dedication. The Subdivider is required to convey real property <br /> surface rights as well as water rights for Hecla Lake to the City free and clear of <br /> encumbrance. The Subdivider is also required to complete certain modifications <br /> to the reservoir and dam structure as specified in the subdivision agreement. <br /> Planning Commission Action. Resolution No. 28, Series 2006 was approved by <br /> a vote of 6 to 2 on September 14, 2006, recommended approval of an <br /> amendment to a General Oevelopment Plan, a Final Subdivision Plat and a Final <br /> PUO Oevelopment Plan, with 27 conditions.
