The Subdivider will be <br /> required to convey real property surface rights as well as water rights to the City <br /> free and clear of encumbrance. ThE:! Subdivider is also required to complete <br /> certain modifications to the reservoir and dam structure. <br /> Davidson and Goodhue Ditch Laterals. The major irrigation ditch corridor <br /> conveyed through the subject property, which carries three separate ditch <br /> laterals. The Goodhue and Oavidson Oitch Companies and the City of Lafayette <br /> have interests in the ditch corridor. The applicant is requesting the City receive <br /> dedication of this land, which is in excess of the minimum required 15%. <br /> Park and Trail Dedication. A focal point for the North End Oevelopment is the <br /> Hecla Lake amenity and associated buffer and trail corridors. The North End <br /> Oevelopment has packaged the open space and trails component of the project <br /> consistent with many aspects of the Comprehensive Plan. The applicant <br /> proposes a public use dedication of the lake amenity as well as a surrounding <br /> buffer area. Trail corridors dedication would create a high level of pedestrian <br /> connectivity between the neighborhoods. <br /> A phasing plan provided in the PUO reflects Phase I-A will incorporate the <br /> commercial retail portion of the project and required modifications to Hecla Lake. <br /> No further phase of residential may be taken down until all improvements are <br /> completed and accepted in Phase I-A. The applicant indicated a need to secure <br /> a minimum of 75 residential building permits on an annual basis. As the <br /> Subdivider is required to complete modifications to the dam structure and areas <br /> surrounding the lake, staff recommended the phasing plan be revised to reflect <br /> that Hecla Lake would be in Phase I.-A. <br /> Trails. The Land Management Oepartment recommends the developer construct <br /> all trails within the project and on the existing City open space property adjacent <br /> to the development with the City standards for soft-surface trails. The majority of <br /> the trail construction will occur during Phase I-A. Oue to the proximity to Balfour, <br /> the applicant has agreed to plan a section of the trail on City land between <br /> Highway 42 and Hecla Orive as a concrete trail. The Subdivider will construct <br /> and install all trails and trail improvements to City standards. The City will be <br /> responsible for maintenance, repair, and replacement of hard and soft surface <br /> trails upon final acceptance of the improvements by the City. <br /> Parks. The Final PUO reflects the provisions of four pocket parks and play fields <br /> totaling 1.64 acres throughout the development. The larger two include play <br /> fields and are located in detention ponds and while open to the public they are on <br /> land to be owned and maintained by the homeowners' association. The other <br /> two are on land to be dedicated to the city. One is on the east side of Hecla Lake <br /> and the second is located in the large ditch corridor in the northwest part of the <br />
