City Council
Meeting Minutes
December 5, 2006
Mayor Sisk requested a Staff presentation.
Public Works Oirector Phare explained in 1995, the City privatized janitorial
services for City buildings. Better Business Cleaning was retained and for the
next seven years was the custodial service provider. The City renewed their
services year-to-year until 2003. Since 2003 the City's janitorial needs changed
with the addition of the new Police building, new Library, and City Hall re-model.
On November 3,2006 Custodial bids for 2007 were received. There were 12 "Bid
Packages" delivered to interested vendors and all known local vendors were
contacted regarding the opportunity to bid. There was a public bid process and
four bids were submitted. Based on the custodial services proposals, Better
Business was the lowest bidder with a total proposal of $228,861.36.
The City reduced the days of serviCE! required at the Police Oepartment and
reduced the cleaning of the Court area to once a week. Janitorial services at the
Library were reduced from seven to six days, consistent with the hours of
operation provided for in the 2007 budget. Also, moving Human Resources and
Information Technology to City Hall allowed consolidation of cleaning crews into
one larger crew that can work more ,efficiently and meet all City specifications.
PUBLIC COMMENT
Ooug Grinbergs, 530 W. Sycamore Circle, Louisville, CO reported the cleaning
products used at the Library are very strong chemicals. He suggested the
request for proposals include using !~reen cleaning products for all City facilities.
COUNCIL COMMENT
Mayor Pro Tem Brown reported on resident calls questioning the cost of cleaning
more facilities for less than past years. Public Works Oirector Phare stated
through the bid process, wages for the cleaning crews are less.
Mayor Pro Tem Brown voiced conCE~rn over having disgruntled cleaning crews.
Phare stated it is the cleaning company responsibility to resolve those issues.
Mayor Pro Tem Brown asked Recreation & Senior Services Oirector Williams if
he was satisfied with the cleaning sHrvice at the Recreation Center. Williams
stated he was and stated the Staff closely monitors the cleaning crews work.
Council member Yarnell asked if green cleaning products use was discussed
during the bid process. Public Works Oirector Phare responded no, but stated it
could be further investigated.
Council member Clabots also supported the use of green cleaning products.
