Building Code Board of Appeals <br />Packet <br />May 12, 2025 <br />Page 8 of 64 <br />This clarifies that air source heat pumps for new <br />homes need to meet certain cold climate <br />specifications. <br />[Clarification] [Strengthening from base and LECC] <br />13.A new Section R403.7.2 Electric heating cold temperature <br />performance is added as follows: <br />Section R403.7.2 Electric heating cold temperature performance. Air <br />source heat pumps installed in new detached one- and two-family <br />dwellings and townhouses shall have a capability of maintaining no less <br />than 70% of their rated heating capacity at 47°F (8.3°C) when tested at an <br />outdoor temperature of 5°F (-15°C) per AHRI 210/240 or an equivalent <br />testing standard, demonstrated by manufacturer documentation or third <br />party certification. <br />Exception: Air source heat pumps installed as part of an addition, <br />alteration, or replacement in an existing residential building. <br />These requirements are in state law. Gas fireplaces <br />that do not meet these added requirements are not <br />allowed to be sold or leased in the state. (Cohort) <br />[Clarification] <br />14.Section R403.13. Gas fireplaces is amended as follows: <br />Section R403.13. Gas fireplaces. Gas fireplaces must comply with all of <br />the following requirements: <br />1. Gas fireplace systems shall not be equipped with a continuous pilot <br />and shall be equipped with an on -demand pilot, intermittent <br />ignition or interrupted ignition, as defined by ANSI Z21.20. <br />2. Gas fireplaces must be capable of automatically extinguishing anv <br />pilot flame when the main gas burner flame is extinguished or must <br />prevent anv ignition source for the main gas burner flame from <br />operating continuously for more than seven days from the last use <br />of the main aas burner. <br />3. Decorative gas fireplaces must have a direct vent or power vent <br />configuration, unless the decorative gas fireplace is marked for <br />replacement use only or outdoor use only or is a aas log set. <br />Exception: Gas -fired appliances using pilots within a listed <br />combustion safety device. <br />
