Building Code Board of Appeals
Meeting Packet
June 11, 2025
Election of Officers —
Motion to elect Mason Gatto as Chair and Matt Berry as Vice Chair — approved
by all members
Meeting Dates for 2025 —
Meetings quarterly unless otherwise requested by City Staff. Appeals/hearings
would be held as needed.
Board recommendations for using the 2024 Cohort Energy Code for
Residential and Commercial code or the 2024 IECC original version with
possible amendments —
Municipalities will need to adopt the State WUI code (around the beginning of
2026) and State Carbon Code (June 2026 must adopt), and the State
Electrification Code.
Staff plan is to bring and ordinance to City Council to adopt all 2024 Codes,
except for the 2024 Energy Code, and bring the 2024 Energy Code as a
separate ordinance afterwards pending a decision/recommendation by the
BCBOA and staff.
Council would like to see electrification in part if not complete electrification.
$600,000 grant from DRCOG for Louisville to use 2024 IECC; must adopt by
October; City would use grant to hire staff to do energy reviews and inspections.
Staff would like Board recommendation for adoption of one of two Energy Code
adoptions:
• 2024 IECC Code
O 2024 IECC - can use gas appliances, similar to our existing code
but must be high efficiency; Cohort cannot= more strict.
o Could adopt as is and/or with minor modifications/amendments.
• Cohort proposal is to adopt entire 2024 IECC code with specific
amendments/modifications.
o decarbonization and point system (PT system)
o Cohort — took energy code and points to demonstrate efficiency
and must have xx number of points to use gas appliances to hit the
target.
