Building Code Board of Appeals <br />Meeting Packet <br />June 11, 2025 <br />Page 5 of 6 <br />Comments from the Board: <br />• None of the municipalities listed in the Cohort document have adopted this <br />Cohort version yet. <br />• Denver is part of the cohort but has stated they will keep using the 2021 <br />IECC; but will adopt all other 2024 codes. (see attached email from the <br />City and County of Denver) <br />• Board would recommend following Denver, especially since they are NOT <br />going to adopt the Cohort proposal, even though they are part of the <br />Cohort. <br />• Board would support adopting the current energy code with as little <br />amendments as possible and feel this would result in better energy <br />performance overall. <br />• Mechanical systems are not available yet for a heat pump for a <br />warehouse; how can the energy code have a requirement where the <br />equipment to support it does not exist yet. <br />• Use Denver as an example; if they don't adopt, Louisville should not. <br />• Will miss inconsistencies of not adopting all as one <br />• ICC Code books are written together and are integrated with purpose <br />• The 2024 IECC Code was written and vetted on a national level and voted <br />on by ICC members <br />• With concern regarding the $600K grant, either the 2024 IECC adopted as <br />is, or the cohort version would be acceptable. <br />• Cohort version's amendments/changes have not been successful to date. <br />• Board would like to spend time looking for conflicts/discrepancies between <br />the 2024 IECC and 2024 IBC and IRC. <br />• Board is also concerned about the cohort version since the PT targets <br />also include hospitals, which might deter Avista from building their new <br />hospital in Louisville if they cannot meet the energy requirements, or if it <br />would be cost prohibitive to do so. <br />Question from the Board is why is there not a liaison from City Council for this <br />Board? <br />Board does not want to spend time working on amending the code if City Council <br />will not use their suggestions. <br />Root: City Council would like to adopt a new Energy Code. 2024 IECC is less <br />restrictive than our current 2021 version of the IECC. <br />
