Recreation Advisory Board <br />Minutes <br />June 23, 2025 <br />Page 2 of 4 <br />Public Comments on Items not on the Agenda <br />Andy Dorsey: 30-year resident and pickleball player. He asked if hanging <br />temporary shades could be installed on the east side of the LRC gym? He would <br />also like to assess the need for more court time through a survey. Kathy: we <br />have done surveys. Madeleine Gilpin: I would support a survey specific to <br />pickleball. Kathy: I can add you both to our email list to inform schedule changes, <br />etc. Andy/Madeleine: we can inform others who would like to be on this list. <br />Staff Updates <br />Park Superintendent Update: Abby McNeal <br />We are using grant funds by: adding plantings in our parks, converting turf grass <br />to drought tolerant vegetation, planting 25 trees, bocce ball improvements, tennis <br />court maintenance including Centennial, Sunflower and Enclave Park <br />renovations, a mural on Cottonwood basketball court, preparing for softball <br />tournament next week, etc. <br />Lisa: vegetation overgrowth makes driving out of Sports Complex on to highway <br />42 difficult. Abby: we will investigate this. <br />Barney Thinnes: can we plant our own trees on Open Space? Abby: you must go <br />through our city department process and we wouldn't approve unless it can be <br />irrigated. <br />Pickleball Project Update: Adam Blackmore <br />We received the sound mitigation study results which include recommendations. <br />We will release this to the RAB and the public soon. Initial findings show that <br />certain weather conditions could generate up to 50 decibels of noise uphill across <br />Via Appia that may require 15-foot-high fence on the north side and 10 foot fence <br />on south side. Heavy acrylic black fabric will cover fences to absorb the sound. <br />Abatement must limit noise to below 50 decibels to avoid "nuisance" conditions. <br />Five court and mitigation design will be ready by mid -July and before we go out <br />to bid for contract. Any amendments must go back through the RAB and then <br />City Council and could delay approval and construction in 2026. Michele: will the <br />seating with shade and other amenities still be considered? Adam: yes. With no <br />changes, construction could begin early next year weather permitting. Everett: <br />will the doors be gated on east and west sides? Adam: yes. Also, traffic, <br />temperature and other variables were considered in the study. <br />Golf Updates — Mark Jensen <br />Great response from golfers who have told him that the city course is in great <br />shape. David Dean and his crew get full credit. Tournament for golf employees <br />
