Recreation Advisory Board <br />Minutes <br />June 23, 2025 <br />Page 3 of 4 <br />held for 64 staff including summer student hires as important team building. New <br />putting green holes are appreciated. Hired a new golf professional, William (Bo) <br />Lewis and he is doing well. Pro shop sales are good as is staff morale. <br />Adam: construction of cold storage space as Golf Maintenance building addition <br />is out for bid for two more weeks. Space would house and protect new field <br />equipment. WE will have an update for the RAB by the August meeting. <br />Lisa: any recommendations for how to move forward with the new clubhouse <br />design schematic (approx. $500,000)? <br />Diana: the RAB should consider pitching this CIP as a Community Center for <br />wider public appeal and support. She would recommend the RAB follow up with <br />Brandi Cummings (City Cultural Services Director) who may have good <br />fundraising ideas. City Council is skeptical of the RAB's pro forma so the RAB <br />should revise it. Michele: the RAB has discussed enterprise bonds which don't <br />need City Council approval, but we could only use non-public funds. We could <br />also consider grant funding since public funding may be limited. Mark: major golf <br />tournaments can also be a significant source of revenue. Adam: identify various <br />funding sources and including a design phase should be part of the RAB 2026 <br />budget proposal to City Council. The RAB agreed that our budget proposals <br />should be broken down into incremental projects and phases. <br />Director Updates — Adam Blackmore <br />Tomorrow is the kick off for our master plan meeting with our consultants with a <br />tour of department assets that will inform investments for the next ten years. <br />Diana: we expect some friction as some open space advocates don't think their <br />priorities should be included with the RAB's priorities in this master plan. Expect <br />adoption of City Comp Plan this fall. We will ask for feedback from City Council <br />on what they consider "core services" as there will be a lot of competing <br />interests. We will invite all City Boards to an open house for this Plan. <br />Adam: we will hold our first Parks, Recreation and Open Space specific Plan <br />open house in October with information tables specific to open space, recreation, <br />senior services, etc. Next week: finance committee will meet to present first draft <br />2026 budget. Budget retreat on July 27. Second meeting on workplan on July 15. <br />In door batting cage CIP has been approved for construction within the Rec <br />Center. <br />Board Updates and Feedback <br />How to more effectively communicate with City Council? <br />
