Open Space Advisory Board <br />Minutes <br />July 9, 2025 <br />Page 2 of 5 <br />• July 23: Council Budget Retreat (Noon-5 PM; public welcome) <br />6. 7:05 pm Board Updates (5 Minutes) <br />• E-Bike Ordinance covers speed only (15 mph speed limit signs), and only on <br />open space. No mention of enforcement or limiting to 1 and Class 2 E-Bikes. <br />• Finance Committee: In the last finance committee meeting, there was a <br />suggestion to permanently allot half of the Conservation Trust Fund to Parks. <br />Susan raised equity concerns over the permanent allocation of these funds <br />for Parks versus Open Space. <br />• Budget: Parks are over budget; Open Space reserves are stable. <br />• Conservation Trust Fund: Lottery money; flexible use for outdoor recreation, <br />preservation, parks and rec, and open space. Intentionally broad use. <br />• Board Discussion: Urged annual review of funds to be allocated based on <br />departmental need, rather than committing certain amounts permanently to <br />different departments. <br />7. 7:10 pm Public Comments on Items Not on the Agenda (5 minutes, more time <br />as needed) <br />• Public Comment 1 (North of Avista neighborhood resident): Regarding plot of <br />land behind Avista Hospital (parcel DD). Lots of wildlife and used by <br />neighborhood kids. Concerned it could be re -zoned for development. Thinks <br />it would be a great spot for Open Space. Could be a connector to Superior <br />and Monarch HS. Provides buffer to whatever happens to Avista land. Small <br />parcel with big impact, and hoping the city can acquire and zone as open <br />space. <br />• Public Comment 2 (North of Avista neighborhood resident): agrees with his <br />wife. They border this parcel. Multiple residents who are concerned about this <br />plot and are hitting all public meetings to explain why it is important to <br />maintain as Open Space. <br />• Public Comment 3 by resident Cathern Smith: City Code. Referenced Title 16 <br />Subdivision Code under Design Standards (Sec. 16.16.010) can be used to <br />advocate for Open Spaces.
