The existing siding and most of <br />the roofing materials will also remain. <br />The applicant will be matching the existing <br />structure by including vertical siding, a <br />gable roof (with similar roof pitch) and <br />similar windows. There will also be a <br />western facing entrance framed by a <br />covered porch. <br />The LMC defines a demolition as removal <br />of any street facing materials, or removal of <br />more than 50% of roofing or other non-street facing walls. Staff has reviewed this <br />structure based on the above definition and determines the proposed modification does <br />not trigger a demolition review. <br />Landscaping <br />Existing – the property has standard residential landscaping: primarily sod throughout <br />property; shrubbery along the western façade, north, east and south property lines; trees <br />on the western front yard; and a parkway tree lawn along Main Street (west). The <br />existing tree lawn (along Main Street) has substandard landscaping treatments. <br />Proposed – the applicant will maintain as much of the existing landscaping as <br />construction permits. Most of the sod will remain, with the exception of the sod removed <br />for the parking lot in the rear. The shrubbery along the westerly façade will be removed <br />during construction. Staff recommends the landscaping treatments be replaced along <br />the western façade. <br />Staff also recommends the applicant provide landscaping treatments in the parkway tree <br />lawn. The applicant is recommending low maintenance rock mulch. However, staff is <br />also recommending additional low maintenance, low water shrubbery be included in the <br />rock mulch. <br />SPECIAL REVIEW USE CRITERIA: <br />Louisville Municipal Code § 17.40.100 (A) lists five criteria to be considered by the <br />Planning Commission in reviewing a Special Review Use application, which follow. The <br />Planning Commission is authorized to place conditions on their recommendation of <br />approval, if they believe those are necessary to comply with all of the criteria. <br />1. That the proposed use/development is consistent in all respects with the spirit and <br />intent of the comprehensive plan and of this chapter, and that it would not be <br />contrary to the general welfare and economic prosperity of the city or the <br />immediate neighborhood; <br />The Comprehensive Plan (Plan) encourages a vibrant mix of land use along with <br />neighborhood stability to meet the needs of the Louisville citizenry.
