City Council <br />Study Session Summary <br />April 12, 2011 <br />Page 4of 6 <br />Update/Discussion –Parks, Recreation, Open Space and Trails <br />Comprehensive Master Plan Finding’s Presentation <br />Greenplay, LLC is 8 months into the process of the Master Plan. Consultants <br />held Public meetings, focus group and individualmeetingswith key stakeholders, <br />conducted a survey and developed an inventory and analysis of all properties <br />and facilities managed by the Parks and Recreation Department. John Barnholt <br />of Greenplay, LLC and Rob Laytonwith Design Concepts presented thefindings <br />of their research. <br />Recurring themes from the research shows a high level of service, sustaining <br />and maintaining aging infrastructure, acquisition, improvements, development <br />and funding and capacity constraints with facilities and staffing. <br />The next phase of the Master Plan project will be to provide recommendations. <br />The Recommendations Stage will be to provide Draft Recommendations by the <br />end of May, hold meetings with the public and to invite City Boards and <br />Commissions. Thenext presentation to City Council will occur in September and <br />final adoption of the Master Plan should occur in the October/November <br />timeframe. <br />The Mayor noted the current 3/8% open space tax that was originally passed in <br />the 90’s was earmarked at that time towards acquisition, but recommended that <br />when the open space tax goes forward to the voters again that it should be <br />focused on maintenance. Kathy Kron, Project Manager, pointed out that in the <br />survey the shift to maintenance was mentioned. <br />Council Member Muckle said the current Open Space Master Plan is a good <br />document and wanted to know how the Plan would be included with the new <br />Master Plan. Joe Stevens confirmed that the Master Plan will recognize other <br />plans that exist and make reference to them. Mayor Sisk noted on the survey <br />results that golf and tennis was showed of lower importance, but noted this may <br />not be fair to compare golf and tennis against other activities. The Mayor <br />thankedeveryone and extended his appreciation to staff and the consultants for <br />their work. <br />Update/Discussion –Golf Course Strategic Plan <br />Ken Gambon presented a draft of the Golf Course Strategic Plan. Other <br />members of the Golf Course Advisory Board (GCAB) were present for the <br />presentation. Based on the draft plan, the GCAB recommends the following high <br />priority projects this year: <br />1)Renovate ten sand bunkers at an estimated cost of $80,000. <br /> <br />
