City Council <br />Study Session Summary <br />April 12, 2011 <br />Page 5of 6 <br />2)Develop plans to remodel the existing clubhouse/pro-shop and address <br />maintenance issues and improvements at an estimated cost of $86,000. <br />3)Solicit proposals from golf course architects to develop, prioritize and <br />prepare a Master Plan, including cost estimates for improvements for Coal <br />Creek Golf Course at an estimated cost of $25,000. <br />The Mayor asked for each of the members of the GCAB to voice their opinions <br />on the Master Plan and their opinions supported what was presented. Rob <br />Lathrop, GCAB member, said that identifying issues and problems became a <br />huge task. The visual of the golf course shows its 22 years and some even show <br />neglect. The clubhouse can’t wait. Rob thinks a lot can be done at the <br />clubhouse for very little money. <br />The Mayor recognized the golf course as being a valuable asset for the entire <br />community, andstated that he supports doing a Master Plan and feels the <br />Master Plan should be completed before fixing the bunkers. <br />Bobby Heath, President of Western Golf Properties(WGP), supports the need for <br />aMaster Plan and repairing the bunkers now might be in conflict with the Master <br />Plan findings. Bunkers are a glaring problem,but it may not be as simple as just <br />bringing in more sand. Clubhouse problems are numerous. Need better <br />plumbing, electricity and the roof is leaking. <br />Malcolm Fleming, City Manager, thanked the GCAB for their terrific work on the <br />Strategic Plan. He mentioned there is an upcoming auction of surplus golf <br />equipment that could raise some funding for repair projects but there is a need to <br />prioritize what requires immediateattention. The Master Plan and Clubhouse <br />may beprioritizedfirstwith thebunkers next in line. Malcolm suggested a <br />th <br />proposal be provided at the June budget retreat scheduled for June 28at 3:00 <br />p.m. in the Library Meeting Room. <br />Joe Stevens recognized that the clubhouse and recreation center areabout the <br />sameage, however, there has been budget money put towards the recreation <br />center and that’s not the case for the clubhouse. He feltthat an architect could <br />tell staffwhat wasneededto stabilize the clubhouse building. <br />Members of the public were present and voiced their opinions and concerns <br />about the state of Coal Creek Golf Course which are listed below: <br />Felt WGP is not doing enough to maintain golf course. <br />Proposed a small tax increase to support the golf course. <br />Concerned about Hwy 36 improvements affecting the golf course at Hole <br />Number 16.
