This joint project, entitled 'On The Same Page,' runs from <br /> June through October 2011, and centers around the National Book Award winning title <br /> The Worst Hard Time by Timothy Egan. The official kickoff for 'On The Same Page' was <br /> June 8. Mayor Sisk presented the proclamation to Library Director Beth Barrett. <br /> Library Director Barrett accepted the proclamation and presented each Council member <br /> with a copy of The Worst Hard Time by Timothy Egan and a schedule of the events. <br /> She explained this program asks residents to read two books, The Worst Hard Time by <br /> Pulitzer Prize winner Timothy Egan and its companion book for children, Moon Over <br /> Manifest, by first time writer Clare Vanderpool, who won this year's prestigious <br /> Newberry Award. She thanked the Mayor and Council for their recognition and support. <br /> APPROVE JULY 12, CITY COUNCIL STUDY SESSION AS A SPECIAL MEETING <br /> Mayor Sisk explained the request before Council is to approve the July 12 Study <br /> Session as a special meeting. This will enable the City Council to discuss with the <br /> Historic Preservation Commission (HPC), Louisville Revitalization Commission (LRC), <br /> Business, Retention and Development (BRaD) and the Planning Commission <br /> substantive issues such as commercial landmark incentives, proposed code changes <br /> for the demolition process, and consideration of demolition review and PUD process. <br /> MOTION: Mayor Sisk moved to approve the July 12 City Council Study Session as <br /> special meeting, seconded by Councilor Yarnell. All were in favor. Absent: Councilor <br /> Clabots. <br /> GENERAL DEVELOPMENT PLAN AMENDMENT, PRELIMINARY SUBDIVISION <br /> PLAT AND PRELIMINARY PUD DEVELOPMENT PLAN NORTH END, PHASE II <br /> Mayor Sisk requested a Staff presentation. <br /> City Attorney Light explained Ordinance No. 1595, Series 2011 and Resolution No. 33, <br /> Series 2011 relate to Phase II of the North End Development. Three land use <br /> applications will be reviewed at the same time, the General Development Plan <br /> Amendment and a Preliminary Plan and Preliminary PUD. Staffs presentation will <br /> include all the applications and members of the public may speak on any of those items. <br /> Mayor Sisk opened the public hearing. <br /> Principal Planner McCartney confirmed the request is from the North End developer. He <br /> reviewed Ordinance No. 1595, Series 2011 and Resolution No. 33, Series 2001, which <br /> contain the General Development Plan (GDP), Preliminary Plan and Preliminary Plat for <br /> North End development. His presentation would include the background of the project; <br /> the request; the specifics of the project and conclusions and conditions of approval. <br /> In December 2006, City Council adopted a General Development Plan (GDP), <br /> Preliminary Plan and Preliminary Plat for North End development. The approved <br /> entitlement resulted in a GDP which allows 350 total residential units and a maximum of <br />
