PAGE TWO <br />SUBJECT: RESOLUTION NO. 35, SERIES 2011 — A RESOLUTION APPROVING A <br />PRESERVATION AND RESTORATION GRANT TO ALLOW FOR EXTERIOR <br />PAINTING FOR THE ADKINS HOUSE LOCATED AT 816 MCKINLEY AVENUE <br />DATE: JULY 5, 2011 <br />HISTORICAL BACKGROUND: <br />Information from Historian Bridget Bacon <br />This house has an interesting social history. When this house was first built it was neither a <br />house nor on this lot. It was originally constructed in 1910 as a carriage house for the <br />residence at 301 Spruce Street. The house was owned by 3 other families prior to the current <br />resident purchasing the property in 1991. <br />LANDMARK APPROVAL: <br />On September 21, 2010 the City Council approved the landmark application for 816 McKinley <br />Avenue, by a vote of 7 -0. <br />REQUEST: <br />The applicants, Julie Parmenter and Peter Wise, request approval of a Preservation and <br />Restoration Grant to allow for exterior painting. The house was last painted 10 years ago and <br />there is exposed wood in some locations. <br />The applicants secured bids from three (3) different contractors: <br />Precision Painting - $4,100 (product: Benjamin Moore Aura and Exterior Low Luster) <br />Painting Plus - $3,775 (product: Sherwin Williams Super -Paint Satin, Benjamin <br />Moore Super -Spec Series Low Luster, Diamond Vogel Permcryl <br />Satin, or Kwal Ambassador Satin) <br />College Pro - $4,818 (product: Sherwin Williams Satin Latex) <br />The applicants met with all 3 contractors and concluded that Precision Painting, which was the <br />middle of the bids, is the best qualified for the job. According to the attached bid, Precision <br />Painting will perform the following tasks: <br />• Power wash all surfaces <br />• Caulk <br />• Scrape and sand <br />• Prime <br />• Apply two coats on the body and three coats on the trim (3 color design) <br />Precision Painting gave bids for two levels of paint: <br />• Benjamin Moore Exterior Low Luster, which has a 10 to 12 year life <br />• Benjamin Moore Aura Low Luster, which provides a 13 plus year life <br />The applicants prefer the Benjamin Moore Aura Low Luster because it lasts longer. <br />To complete the work task the applicants request a grant of $4,100. <br />INCENTIVES: <br />Section 15.36.030 of the Louisville Municipal Code enables the City Council to provide <br />preservation incentives for those wishing to landmark their historical structure. Once the <br />structure is approved for landmarking, the applicant may act on one or more of the incentives <br />offered. <br />14 <br />
