PAGE THREE <br />SUBJECT: RESOLUTION NO. 35, SERIES 2011 — A RESOLUTION APPROVING A <br />PRESERVATION AND RESTORATION GRANT TO ALLOW FOR EXTERIOR <br />PAINTING FOR THE ADKINS HOUSE LOCATED AT 816 MCKINLEY AVENUE <br />DATE: JULY 5, 2011 <br />On April 20, 2010, City Council approved two incentives for landmark structures: $1,000 <br />signing bonus and a $5,000 one time grant. The $1,000 signing bonus is awarded to the <br />applicant at the time of the landmark approval. This money has no restrictions on how it is to <br />be used. <br />The $5,000 grant is to be used within the first year of landmarking and must be used for the <br />following: <br />i. Preservation and restoration. These projects include measures directed towards <br />sustaining the existing form, integrity, and materials of a historic property, including <br />preliminary measures to protect and stabilize the property. <br />ii. Rehabilitation. These projects include measures intended to adapt a property for <br />efficient contemporary use while sensitively preserving the significant historical, <br />architectural, and cultural features of the property. Sensitive upgrading of mechanical, <br />electrical, and plumbing systems and other code - required work to make the property <br />functional is appropriate within a preservation project. This category also includes the <br />restoration of a property to a specific, significant point in its history. <br />iii. Routine maintenance is an allowable expense as a project. <br />iv. Routine maintenance includes painting, refinishing and exterior cleaning. <br />v. Pre - development. These projects include assessments of past and present historical <br />features of a property for the purpose of properly and adequately documenting these <br />characteristics. This includes assessing the physical condition of any existing historic <br />features. Grants for this purpose are available to individuals desiring to do restoration <br />and renovation projects. <br />The applicants wish to use the $5,000 incentive grant to pay for this project. It has been less <br />than a year since the landmark was approved. <br />ALTERATION CERTIFICATE CRITERIA: <br />Louisville Municipal Code § 15.36.120.0 lists eight criteria to be considered by the Historic <br />Preservation Commission in reviewing an Alteration Certificate application. The Historic <br />Preservation Commission is authorized to place conditions on their recommendation of <br />approval, if they believe those are necessary to comply with all of the criteria. Painting is not <br />considered an alteration so an alteration certificate is not required for this project. <br />FISCAL IMPACT: <br />Expenditure of up to $4,920 ($4,100 plus 20% ($820) contingency) from the Historic <br />Preservation Fund for exterior painting of the Adkins House located at 816 McKinley Avenue. <br />The following table depicts the eligible funds remaining in the budgetary year, less the <br />approved grant amounts: <br />15 <br />
