City Council <br /> Meeting Minutes <br /> July 5, 2011 <br /> Page 9 of 10 <br /> COUNCIL COMMENTS <br /> Mayor Pro Tem Marsella stated Council has been informed that the development <br /> community wants certainty, predictability and simplicity. She supported the six month <br /> process. She did not favor tying the demolition process to a PUD process because it is <br /> a very expensive process and creates an undue burden on the developer. She felt the <br /> HPC has done a fine job, showing judiciousness. <br /> Councilor Dalton stated if a stayed demolition permit runs out and there is no agreement <br /> with the HPC that will end the process. He did not favor changing the code. <br /> Councilor Yarnell favored tying the property with the owner. She requested more <br /> discussion on the appeal process. <br /> Mayor Sisk stated the current process works. He requested more communication with <br /> respect to the activity between the HPC and the property owner. He opposed tying the <br /> demolition application to the PUD as it would have a negative effect on the developer. <br /> Councilor Muckle was confident demolitions, PUD's and future uses of properties could <br /> be accommodated. He stated the developer must become familiar with the process. He <br /> favored a site plan being presented. <br /> COUNCIL DIRECTION <br /> Mayor Sisk summarized Councils' comments and consensus on the following: <br /> 1. Walls vs. Windows clarificatiion requested by Staff. Council is interested in staffs <br /> recommendation. <br /> 2. The PUD tied with the demolition process. City Attorney Light reviewed the current <br /> process where a demolition permit can be brought forward or a PUD process can be <br /> initiated. The proposal is for all demolition requests to be brought forward through a site <br /> plan or PUD process. There was Council consensus not to continue the discussion on <br /> this issue. There was not support to integrate the demolition into the PUD process. <br /> Councilor Muckle favored a type of hybrid where a site plan is required in all application <br /> processes. He requested discussion on the timeframe of the demolition permit versus <br /> who owns the property. Councilor Dalton recommended not changing the code. <br /> 3. Changing the 180 day process. There was Council consensus to not change the 180 <br /> day process. <br />
