<br />City Council <br />Meeting Minutes <br />February 6, 2007 <br />Page 3 of 18 <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE No. 1509, SERIES 2007 - AN ORDINANCE INCREASING THE <br />NUMBER OF THE BOAR:D OF COMMISSIONERS ON THE lOUISVlllE <br />REVITALIZATION COMMISiSION _1st Reading - Set Public Hearing 2/20/07 <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1509, Series 2007. <br /> <br />Council member Muckle proposed the ordinance include the following two <br />amendments. 1). Prior to approving a project in the urban renewal area the <br />Louisville Revitalization Commission will provide a financial analysis for review by <br />the City Council of the short and long-term effects of the project on the City's <br />general and capital project funds. 2).The members of the Louisville <br />Revitalization Commission shall comply with the provisions of the City of <br />Louisville's Open Government and Code of Ethics requirements as outlined in <br />Article 5 of the Home Rule Charter for the City of Louisville, Colorado. <br /> <br />MOTION: Council member Muckle moved Council approve Ordinance No. 1509, <br />Series 2007 on first reading, with the amendments, send it out for publication and <br />set a public hearing for February 20, 2007. There was no second to the motion. <br /> <br />Mayor Sisk stated his prefereince to have the ordinance published as written, with <br />consideration of the amendments on second reading. He did not support the first <br />amendment as it would handicap the commission and the second amendment <br />has already been established by the Commission's by-laws. <br /> <br />City Attorney Light verified the Louisville Revitalization Commission has its own <br />by-laws and has adopted all the open meeting provisions. The Urban Renewal <br />laws have provisions regarding conflicts of interest. He noted the Commission <br />could amend their by-laws to incorporate the Code of Ethics. <br /> <br />Council member Yarnell preferred to read the amendments before taking action. <br /> <br />Council member Sackett suggested the amendments be reviewed at the second <br />reading of the ordinance. <br /> <br />Council member Muckle requested the two proposed amendments be included in <br />the February 20 City Council packets. <br />
