<br />City Council <br />Meeting Minutes <br />April 4, 2006 <br />Page 6 of 9 <br /> <br />Planning Area #1 of the Takoda General Development Plan reflects the proposed <br />land uses as being a mix of residential and commercial. The easterly portion of <br />Planning Area #1 is not consistent with the Comprehensive Plan. The <br />Comprehensive Plan reflects the easterly 5 acres of Planning Area #1 be <br />designated as a multi-use public park. The Comprehensive Plan reflects the <br />preferred land use would be a 10 acre multi-use park. The northerly five acres of <br />the park would be located on the Wood/Lorenz property which is already <br />annexed and has underlying zoning entitlements. <br /> <br />Staff recommended the City not pursue a multi-use park as reflected in the <br />Comprehensive Plan as it was determined there is no parcel on the subject <br />property to be of high habitat or resource value. It was recommended the public <br />use dedication be utilized to create greater local and regional trail connectivity <br />and the provision of pocket parks throughout the 32-acre parcel with the <br />exception the proposed trail segment next to the BNSF rail be realigned so as <br />not to parallel the railroad tracks. <br /> <br />Another reason Staff recommE!nded not pursuing a multi-use park on the Takoda <br />parcel was it would displace valuable commercial office and retail land area <br />located adjacent to Highway 42. In order to assemble the ten acres needed for <br />the multi-use park an additional five acres would be required from the property <br />owners to the north portion of the Wood and Lorenz properties. <br /> <br />Fiscal Analysis: Economic & Pllanning Systems provided a summary of a fiscal <br />analysis for the 32.4 acre parcel, which was based on the estimated number of <br />residential units and estimated commercial square footage shown on the <br />proposed Takoda GDP. As thB GDP reflects an estimated number of residential <br />units and square footages, the actual numbers may change based upon the <br />future submittal of a subdivision plat and development plan for the subject parcel. <br /> <br />The Planning Commission held a public hearing on February 8 and forwarded a <br />recommendation of support for the proposal. They found the request was in <br />compliance with the policies of the Comprehensive Plan, and felt an amendment <br />to the Plan, with respect to the park designation, was not necessary. <br /> <br />Rick Brew, RMCS, LLC, 4535 N. Broadway, Boulder, CO, stated he was <br />available to answer Council qUl9stions. <br /> <br />Mayor Sisk requested public comment. There were no comments. <br /> <br />Council member Marsella reqUi9sted clarification on the fiscal analysis, which <br />estimated 54,000 SF of commercial, but only 10,000 SF in retail. <br /> <br />Andy Knudtsen, Economic & Planning Systems Inc, 730 1 th Street, Denver, CO <br />stated his firm did the fiscal analysis in comparison with the City's commercial <br />
