City Council <br /> Meeting Minutes <br /> September 6,2011 <br /> • <br /> COUNCIL COMMENT Page 10 of 12 <br /> Mayor Pro Tern Marsella thought a traffic signal would help, but now feels the best <br /> solution at this intersection would be an underpass. <br /> Councilor Dalton suggested straightening out the realignment design and reconfiguring <br /> the parking lot. <br /> Councilor Sackett addressed the realignment and alternative design and stated City <br /> Council cannot look at a tunnel until they determine whether the City can afford it. <br /> Mayor Sisk agreed an underpass would be the safest alternative and suggested moving <br /> this project up and looking at funding alternatives. In the interim, he suggested posting <br /> the crossing, and doing whatever they can to make the intersection at Washington a <br /> safe crossing. He supported realignment of Washington and an alternative design of <br /> the parking lot. He did not believe this would be a 2012 budget consideration, but <br /> hoped the City could apply for grants to defray the entire cost of the underpass. <br /> Councilor Muckle stated the Open Space Advisory Board had been cautious in their <br /> recommendation, but are not opposed to alternatives. <br /> • Mayor Pro Tern Marsella felt the Utility Funds could be used to do the utility work along <br /> McCaslin Boulevard. <br /> APPROVE RECOMMENDATION FOR US 36 BIKEWAY PREFERRED TRAIL <br /> ALIGNMENT ON SCRIFFINY OPEN SPACE <br /> Mayor Sisk requested a staff presentation. <br /> Deputy City Manager Balser explained construction of the US 36 Bikeway is anticipated <br /> to start in Westminster in April 2012 and possibly in Louisville in late 2014. The Bikeway <br /> completion is anticipated in 2015. The CDOT proposed ROW trail alignment which was <br /> cleared in the Record of Decision runs parallel to the highway along the north side of <br /> the Turnpike entirely adjacent to the vehicle traffic lanes. Louisville staff approached <br /> Boulder County Open Space and CDOT to consider other options for a bikeway route <br /> on the Scriffiny Open Space to provide some relief for bicycle riders as well as bicycle <br /> access for those local residents wishing to use the US 36 Bikeway. <br /> The Scriffiny Open Space is owned by Boulder County Parks and Open Space, but <br /> Broomfield and Louisville both hold Conservation Easements on the property. Through <br /> meetings with Boulder County, Broomfield and Louisville the preferred trail alignment <br /> was recommended in lieu of the CDOT proposed ROW trail alignment. <br /> Planning Director Russ explained the intent is a municipal response to a regional <br /> • mobility issue. The goal is to provide relief for bicyclists by slowing down the traffic <br /> going through Louisville and serving destinations such as ConocoPhillips, the Monarch <br />
