The primary reason for the preferred alternative is to provide improved quality of <br /> the bicyclists' ride. The trail would follow the US 36 right-of-way, under the 88th Street <br /> Bridge, following the western edge of the right-of-way and Boulder County Open Space <br /> continuing north, giving an option to continue on to Monarch High School or crossing at <br /> Campus Drive, turning west toward Avista Hospital or continuing west to the current <br /> underpass at the Town of Superior and further west on to Boulder and McCaslin <br /> Boulevard. In summary, it serves better destinations in Louisville and provides gentler <br /> grades. <br /> The Louisville Open Space Advisory Board recommended the preferred alignment as <br /> did the Boulder County Parks and Open Space Advisory Committee. The Broomfield <br /> Open Space Department has been contacted and supports the preferred alignment. <br /> At this point, a letter from all entities expressing their preference for the alignment would <br /> be forwarded to CDOT to be attached as a reference document in the RFP for the US <br /> 36 Design Build project. Staff recommended approval of the US 36 Bikeway Preferred <br /> Trail Alignment on Scriffiny Open Space and requested authorization for staff to <br /> coordinate with Boulder County and Broomfield to provide a letter to CDOT. <br /> COUNCIL COMMENTS <br /> • Councilor Dalton was in favor of going forward. <br /> Councilor Muckle asked how this collates with the trail through the ConocoPhillips <br /> property. Deputy City Manager Balser explained ConocoPhillips has not submitted its <br /> final plan. Mayor Sisk explained a decision was made to not tie up the preferred <br /> alternative by waiting for the ConocoPhillips final plans. <br /> MOTION: Councilor Dalton moved to direct staff to proceed with the preferred trail <br /> alignment, seconded by Councilor Clabots. All were in favor. <br /> DISCUSSION/DIRECTION/ACTION — FOURTH AMENDED EMPLOYMENT <br /> AGREEMENT (CITY MANAGER, MALCOLM FLEMING) <br /> Mayor Sisk reviewed the proposed Fourth Amended Employment Agreement for City <br /> Manager, Malcolm Fleming, which would be in effect on August 15, 2011. The Fourth <br /> Amended Employment Agreement reflects a base salary increase of $5,912 or 3.86% <br /> over 2010-11 base salary. Other compensation and benefits would remain the same as <br /> current. The noted revisions are recommended to the City Council in recognition of both <br /> the need and desire to maintain competitive compensation, reward performance and <br /> adjust pay via incremental adjustments. Mayor Sisk asked City Manager Fleming if he <br /> accepted the agreement. <br /> • City Manager Fleming stated he was honored to accept the Employment Agreement. <br />
