BRaD <br />Meeting Summary <br />October 3, 2011 <br />Page 3 of 5 <br />Some discussion took place on the progress of US36 improvements. <br />Bonnie provided an update on the 24 BAPs approved this year. Some members requested an <br />analysis showing what the City’s investment has been and evaluate the return on investment by <br />showing how many jobs were created as a result of these BAPs. <br />City Manager Fleming reported on his attendance at the Site Selection meeting in Denver this <br />week. Bonne and Heather also attended. Some of the information that Malcolm left with is that <br />over half of all incentives that the state has available does not go to businesses because the <br />businesses determine it’s too difficult to complete all the paperwork. Therefore, marketing of these <br />incentives at the state and local level is a good marketing tool for attracting new businesses <br />without the expected cost. <br />th <br />Bonnie reported Real Goods Solar BAP going to Council on October 4. Some discussion <br />followed concerning some businesses who had received early BAPs received less of an incentive <br />than is currently being offered. Councilor Dalton said these early BAPS were the best the City <br />could offer at the time and Bonnie said businesses receiving these BAPs indicated they were <br />effective because they made the decision to locate and/or expand. <br />UPDATE ON INTEGRATED INFRASTRUCTURE IMPLEMENTATION PLAN, LOUISVILLE <br />FASTRACKS STATION AREA & HWY. 42 CORRIDOR <br />Troy Russ reported Planning is finalizing the contract with Atkins for Highway 42. RTD and CDOT <br />th <br />language needs to be updated by Sam Light and so this item was moved from October 4 to the <br />th <br />October 18 Council Meeting. <br />Carrie Wallis, project manager at Atkins, will be attending LRC on Monday to present an overview <br />of a similar experience in the Jefferson corridor, Fort Collins. <br />Troy noted that stakeholder interviews will be scheduled. The Planning Department has an <br />aggressive public outreach planned. <br />Bonnie invited BRaD to attend the LRC on Monday to hear the Carrie Wallis presentation. <br />ECONOMIC DEVELOPMENT UPDATE – Bonnie Star <br /> Money Magazine #1 <br /> Bi-annual report from Metro Denver is available and copies are on the table for members to <br />pick up. <br /> Louisville Book - $35 – On sale at the Farmers Market and the Louisville Historical Museum <br />th <br /> Site Selection Conference – huge crowd for this event that took place on September 30. <br />Ten site selectors including one international site selector attended. Malcolm pointed out <br />the site selectors do an extensive quantitative analysis on possible sites, but sometimes <br />emotion plays into the selection, eg. CEO wants to live in a certain region. Cities need to <br />provide a business-friendly environment. Business incentives convey a business-friendly <br />environment no matter the amount of the incentive—it shows the City’s interest. <br /> <br />
