BRaD <br />Meeting Summary <br />November 7, 2011 <br />Page 3 of 4 <br />Markel was originally planning rental units at North End, however, they are rethinking this and <br />would like to have a conversation with the City about resetting the density of the North End <br />development. They are also trying to market their commercial space but have been unsuccessful. <br />BRaD member, Michael Menaker, asked if the homes built in North End would meet the <br />requirements of the new ICC code. Michael felt that since the homes are Energy Star rated he <br />believes they would meet the requirements of the new code, however, if they adopt Energy Star <br />3.0, this new version would double the cost from the current Energy Star rating. <br />Build-out for North End is estimated another to be three to four more years. <br />David Sinkey, Boulder Creek Builders, at Steel Ranch is now open for sales, and happy to be <br />partnered with Ryland Homes.Boulder Creek currently has a model home open. Three public <br />events last weekend were well-attended, 50 RSVPs, and they served 150 plates of LuLu’s BBQ <br />over a 3 day period. The builder has formed a Founders Group of 80 to 100 people in order to get <br />feedback, and they also have formed a coalition with the Louisville Senior Foundation and donated <br />$5.00 for every person that came through during their public event. <br />Boulder Creek has ten lots available for presale and have sold eight. They will be releasing more <br />lots soon. They have adopted Energy Star 3.0, and are not excited about sprinkler requirement for <br />residential that is included in the new ICC Code. Adding a sprinkler system would greatly increase <br />the cost of their homes. They are offering a total of 68 homes that are maintenance-free, all are <br />ranch plans, main floor master and the homes really focus on a particular lifestyle. Build out is <br />estimated in about three years. <br />David reported that permit costs are high with the City. The homes they are building are <br />maintenance-free with only front-yard landscaping. These homes will be low users of water, but no <br />adjustments were made for tap fees. They also appreciated the fact aht Lsouveille does not have a <br />mandatory affordability requirement. <br />ANNOUNCEMENT MADE BY DBA: <br />Chris Pritchard, DBA, announced they will once again offer free carriage rides during the holiday <br />season from November 25 through December 31. The carriage ride operator works only on <br />gratuities. <br />DISCUSSION OF FOOD TRUCKS, DELIVERY OF FOOD PRODUCTS IN CITY: <br />Bonnie Star and the Planning Department would like to get a conversation going as to what the <br />City of Louisville wants in terms of Food Truck regulations. City of Louisville zoning doesn’t <br />currently allow food trucks in City right-of-way, but they are allowed on private property or when <br />they are associated with a special event. Food truck operators pay sales tax but not property tax. <br />Some of the comments from the group were that the Centennial Valley merchants would be <br />concerned about food trucks operating. Sometimes food trucks operate as an extension of a <br />business currently operating in the City. Not sure if food trucks are appropriate for a town this <br />size, but also there may be locations where it makes sense. Main Street restaurants are hurting <br />during the lunch time service. How do you police tax revenue for a truck that drives away? Not in <br />support of a BAP for a truck business delivering food to the CTC. <br /> <br />
