DISCUSSION/DIRECTION - PRELIMINARY PUD DEVELOPMENT PLAN <br />AND PRELIMINARY REPLAT, COAL CREEK STATION FILING NO. 4, <br />SOUTHWEST CORNER OF HIGHWAY 42 AND SOUTH BOULDER ROAD <br /> <br />Davidson called for Staff presentation. <br /> <br />Paul Wood, Planning Director stated that the applicant is Mr. Bill Arnold, of Eastpark <br />Associates. He reviewed the application for Preliminary PUD Development Plan and <br />Preliminary Replat for Coal Creek Station Filing No. 4. Wood described the subject <br />property, noting that it is approximately 9.5 acres and is zoned CB. Wood stated that the <br />property has frontage on both South Boulder Road and Highway 42, and also abuts the <br />Burlington Northern RR tracks. Wood stated the majority of the property has not been <br />previously subdivided, although the northern portion was part of a previous Coal Creek <br />Station filing. Cannon Circle is a deeded, public street right of way, and construction of <br />the balance of the street is proposed as part of Phase I of this development. Wood stated <br />that this is a two-phase project. <br /> <br />Wood stated that the property has areas subject to mine subsidence that may necessitate <br />structural modifications to some of the buildings. The applicant has performed <br />preliminary technical analysis and it does not appear that the mine subsidence is an issue. <br />The City however, would reserve the right to require additional subsidence investigation. <br /> <br />Wood stated that with regard to public use dedication, the applicant has proposed to pay a <br />fee-in-lieu of open space dedication. Wood noted that Staff advised the applicant of <br />Councils' preference for land dedication, and would recommend additional open space to <br />lessen the density and to provide adequate buffering. <br /> <br />With respect to the PUD plan, Wood stated that the property has limited access. He <br />noted that there is approximately 89,000 square footage being served by three limited <br />access points. Those accesses are the right-in/right-out at South Boulder Road and <br />Cannon Circle, which does not authorize full-turning movement, and an access from <br />Highway 42, regulated by the City's access control plan with the Colorado Department of <br />Transportation, that does not authorize full-turning movement. Staff would not support <br />direct access onto Front Street. <br /> <br />With respect to the grading and drainage plan, Wood stated that the original plan <br />submitted was for underground detention. The Public Works Department reviewed those <br />plans and would not support the design. As an alternative, the applicant has developed a <br />preliminary concept using three detention ponds and retaining walls to accommodate the <br />required stormwater detention volume. However, Wood noted the CDDSG does not <br />allow retaining walls greater than 30 inches in height, and the plans call for walls that <br />vary from 2 to 9 feet in height and average between 3 and 4 feet. <br /> <br />With respect to phasing, Wood stated that the applicant proposes to develop Lot A, as a <br />self-storage facility, which requires a Special Review Use approval.
