designated permit area in Old Town. This amendment to the permit-parking ordinance <br />allows City staff to enforce permit-parking restrictions in Old Town. The language added <br />to Section 10.18.010 "City Administrator authorized to designate permit zones and lot," <br />and striking the language "No such parking restrictions shall apply on Sundays or legal <br />holidays." This includes the neighborhood of St. Louis Church, seven days a week. It <br />will not affect any other area of Town. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1333, Series 2000. <br /> <br />Eric and Marie Ursich, 677 Walnut Street, stated that they reside across the street from <br />the St. Louis Church and experience a lot of traffic and parking problems around their <br />home. Mr. Ursich noted that, although the parking problems create duress throughout the <br />week, it is of particularly concern on Sundays and holidays. He stated that the parking <br />problem has created a burden for them, as they are not able to park in front of their home. <br />Mr. Ursich stated that he and his wife fully support Ordinance 1333. <br /> <br />Alicia and David Burrous, 924 Grant Avenue, stated that they also reside in the vicinity <br />of the St. Louis Parish and wished to speak in support of the Ordinance. Mrs. Burrous <br />noted that they had served on the joint Parish Neighborhood Committee to review <br />parking issues with respect to the rights of the neighbors, however, on-street parking <br />continues to be a problem for residents. She stated that this Ordinance would provide for <br />parking permits for the residents 24 hours a day and 7 days a week. Mrs. Burrous stated <br />that they too support Ordinance 1333. <br /> <br />Sisk stated that he supported the Ordinance, and noted that the neighbors have been very <br />patient. He stated his concern that there will be other parking issues coming before <br />Council. He noted that the Methodist Church expansion and Memory Square Swimming <br />Pool would utilize resident on-street parking. He felt that Council would need to address <br />these parking issues as they arise. <br /> <br />Mayer pointed out that the City Administrator would be given power to judge each case <br />on its individual merits, monitor the impact on the neighborhood and address any <br />problems that may arise. <br /> <br />Howard moved that Ordinance No. 1333, Series 2000, An Ordinance Amending Chapter <br />10.18 of the Louisville Municipal Code to allow On-Street Parking Permit Restrictions <br />within Downtown Louisville to be Applied on Sundays and Legal Holidays be adopted, <br />seconded by Sisk. Roll Call was taken. Motion passed by a vote of 6-0. <br /> <br />Sisk asked City Administrator Simmons to outline the Ordinance process, so that the <br />audience will know when they can expect the 24 hours signs to be put up. <br /> <br />Bill Simmons stated that Ordinance No. 1333, Series 2000, would go into effect 30 days <br />after its adoption. <br /> <br />4 <br /> <br /> <br />
