Local Licensing Authority <br /> Minutes <br /> March 28, 2011 <br /> Page 5of6 <br /> • Authority Bylaws —Application for Medical Marijuana Businesses <br /> Wilson noted the staff had done an enormous amount of work and wanted to <br /> acknowledge them. Rommelfanger stated he thought it was a great job and he could <br /> not find any corrections. Wilson asked a couple of questions about timing on the public <br /> hearings and had one typo to correct. <br /> Wilson asked if the Police Department would be holding training. Sergeant Lanphere <br /> responded they would. <br /> There was discussion concerning the signage in the medical marijuana businesses, the <br /> thoroughness of the application and the changes to the Bylaws. <br /> Rommelfanger moved to approve the Rules of Procedure, the Bylaws and the <br /> Application for the Medical Marijuana Businesses. Wilson seconded. All in favor. <br /> Police Department Reports <br /> A. Incident Report — Ralphie's — 1/17/2011 <br /> This incident involved the police being dispatched to the establishment on a report of a <br /> disturbance. After discussion, the Authority concluded no further action was needed. <br /> • B. Incident Report— Ralphie's — 2/10/2011 <br /> This incident involved the police stopping a driver for a suspected DUI who had <br /> reportedly been drinking at the establishment. After discussion, Lipton moved the <br /> Authority order a Show Cause Hearing to be held on April 25, 2011 at 7:00 PM on the <br /> charges concerning serving to a visibly intoxicated person. Wilson seconded. Roll Call <br /> Vote: Lipton — yes, Wilson — yes and Rommelfanger— no. Lipton moved a Special <br /> Prosecutor be appointed. Wilson seconded. All in favor. <br /> C. Incident Report— Ralphie's — 2/12/2011 <br /> The police were advised of a possible domestic dispute in the parking lot of the <br /> establishment. After discussion, Wilson moved the Authority order a Show Cause <br /> Hearing to be held on April 25, 2011 at 7:00 PM on the charges of serving to a visibly <br /> intoxicated person and regarding conduct of the establishment. Rommelfanger <br /> seconded. Roll Call Vote: Lipton — yes, Wilson —yes and Rommelfanger— yes. Lipton <br /> moved a Special Prosecutor be appointed. Wilson seconded. All in favor. <br /> D. Incident Report — Ralphie's — 2/27/2011 <br /> Police were dispatched to the establishment on the report of an assault. Three <br /> individuals were arguing in the parking lot. Discussion by the Authority led to a motion <br /> by Rommelfanger to hold a Show Cause hearing on April 25, 2011 at 7:00 PM on <br /> • charges of reports of disturbances required. Wilson seconded. All in favor. Wilson <br /> moved to appoint a Special Prosecutor. Lipton seconded. All in favor. <br /> E. Incident Report— Henry's — 3/5/2011 <br />
