<br />Louisville City Council Meeting <br />January 18, 2005 <br />Page 6 of 11 <br /> <br />David Woolfall, Consultant from Carter-Burgess, presented findings of the Signal <br />Warrant Analysis and reported on traffic calming and roundabout options for Via Appia. <br />The presentation ofthe City of Louisville Citywide Signal Warrant Analysis, and Via <br />Appia Corridor Analysis included the following: The history of the Via Appia Corridor <br />Analysis of Spring 2004; and the Summary of Signal Warrant Analysis of Fall 2004. <br />The six intersections studied were Via Appia and Pine; Via Appia and Tyler; Via Appia <br />and Lafayette; Dillon and Pierce; McCaslin and Washington; and South Boulder Road <br />and Eisenhower. All traffic counts were conducted on September 14, 2004. Speed data <br />was collected concurrently and accident data was reviewed. The intersections of <br />PineNia Appia and Pierce/Dillon would meet warrants for traffic signals. <br /> <br />W oolfall reviewed the traffic calming devices along Via Appia, such as reducing the <br />number of lanes, more speed reminder signs, raised pedestrian crossing or intersections, <br />diverting traffic to Tyler, which would require new signage and street striping. He noted <br />the cost would approach one million dollars. He explained the roundabouts concepts in <br />place of traffic signals at Via Appia and Tyler. He outlined the choices for the <br />intersections would be a traffic signal at Pine, traffic signal at Tyler, roundabout at Pine, <br />or at Tyler. <br /> <br />Mayor Sisk opened the public hearing and requested public comment. <br /> <br />PUBLIC COMMENT <br /> <br />Alex Amiello, 4090 26th Street, Boulder, CO offered a PowerPoint presentation, which <br />centered on roundabouts. He explained a roundabout design, and pointed out the <br />differences between traffic circles, rotaries and roundabouts. He reviewed the history of <br />roundabouts, and noted there are approximately 100 roundabouts in the United States. He <br />had several examples of roundabouts throughout the State of Colorado. He outlined the <br />cost of the roundabout located on the Rock Creek Parkway in Superior, Colorado. He <br />noted the advantages of roundabouts include slower vehicle speeds in intersections; <br />safety, reduced delay, lower maintenance cost, and improved operation during off-peak. <br />He stated roundabouts are safer intersections and reduce conflicts. He explained the <br />disadvantages of roundabouts are right-of way issues; costs; construction impacts, and <br />public opinion. <br /> <br />Chip Weincek, 672 W. Pine Street, Louisville, CO thanked the Mayor and Council for <br />the thorough traffic study performed on Via Appia. He voiced his opinion that <br />roundabouts would be a good solution for Via Appia, and noted success of the new <br />roundabout in the Town of Superior. He presented a petition signed by citizens requesting <br />consideration of an alternative to a traffic light at W. Pine and Via Appia. <br /> <br />Gerry Christensen, 778 Owl Court, Louisville, CO requested that the speed limit along <br />Via Appia not be increased. He favored the roundabout concept from the prospective of <br />safety and relieving congestion. He also suggested traffic humps or a gradual raised area. <br /> <br />6 <br />
