Louisville City Council Meeting
January 18, 2005

Suzanne H. Smith, 902 Grove Drive, Louisville, CO stated she is very familiar with
roundabouts. She recommended the speed limit not be raised on Via Appia. She did not
favor traffic signal lights.

Steve Costello, 902 Grove Drive, Louisville, CO stated that Via Appia must be addressed
as a corridor. He requested that Council look at Via Appia and McCaslin Boulevard and
focus on both roadways, in a comprehensive fashion, instead of one intersection at a time.

Peggy Morgan, 644 W. Pine Street, Louisville, CO voiced her concern for children
crossing at the intersection of Pine and Via Appia. She stated a traffic light at that
intersection would only create more accidents. She favored the roundabout concept.

Paul Leuthaeuser, 671 W. Pine Street, Louisville, CO asked that the crossing at
Washington and McCaslin be addressed. He stated the natural place for a traffic light
would be at Via Appia and Tyler. He voiced his concern that a roundabout might draw
more traffic.

COUNCIL COMMENTS

Council member Marsella asked Mr. W oolfall to explain how he calculated the costs for
the various roundabouts outlined in his presentation.

W oolfall explained the bid item cost for the Town of Superior project was approximately
$420,000. He stated his intention was to be very conservative because of unknown costs.
He stated the Superior roundabout was bid in early 2004, and he added a 10% escalation
for today's cost of materials. He explained he used the CDOT planning tool for his
roundabout projections. He compared the cost of the following Colorado roundabouts:

. West Vail two-roundabout $5.5 Million
. Avon five-roundabouts $6.0 Million (built in 1997)
. Brighton two-roundabouts $3.0 Million
. Bergen Park one-roundabout $100,000 (re-graded asphalt)
. Breckenridge one-roundabout $3.0 Million

Council member Brown addressed the traffic studies and the public input. He voiced his
belief that roundabouts would be the best course of action. He suggested the issue be put
back on the community, for funding solutions.

Council member Van Pelt voiced her appreciation of the presentations. She concurred
with Council member Brown, but noted funding a roundabout would present a challenge.

Mayor Sisk stated the City is not in the position to look at a million dollar project. He
agreed that the roundabout concept is something the City should look at for future
planning, however he suggested short-term solutions be investigated.

7
