Public Works Director Phare stated that could be included <br />in the negotiation discussions. He explained the preparation of a service <br />agreement for water service outside the City for Public Service would be delayed <br />until they receive appropriate Boulder County 1041 approval. <br /> <br />City Attorney Light explained an agreement and ordinance would be presented <br />for Council review. <br /> <br />There was Council consensus on authorizing Staff to enter into negotiations with <br />Public Service for a water service line for their proposed gas compressor station. <br /> <br />AWARD BID TO ABCO CONTRACTING FOR 2005 STREET AND CONCRETE <br />REPLACEMENT PROGRAM <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Tom Phare reported on the April 28, 2005 bid opening for <br />the 2005 Street Reconstruction and Concrete Replacement Project. The lowest <br />bid was submitted by ABCO Contracting, in the amount of $2,144,953.68. <br />This year's project includes portions of Main Street; Front Street; County Road; <br />Elm Street; Parkview Street; Rex Street; Roosevelt Avenue; Bella Vista Drive; <br />East Street; Walnut Street; the Via Appia Crosswalk and various locations. The <br />construction activities on the project are scheduled to commence in mid/late May <br />and be substantially complete by early September. <br /> <br />Funding for the street reconstruction portion of the project is available from the <br />following funds: Capital Projects Fund, Street Reconstruction; Bella Visa/County <br />Road; Traffic Control Devices. Funding for the water line replacement is <br />available from the Enterprise Fund. Funding for the concrete replacement is <br />available from the Capital Project Fund, Sidewalk and Tennis Courts and from <br />the Conservation Trust Fund, Trail Improvement. The total projected cost for all <br />CIP funded activities is $2,252,329. <br /> <br />The budget for the same work is $2,494,300 leaving a difference of $241 ,971 of <br />which Staff is requesting a $100,000 for a project contingency. With the low bid <br />submitted by ABCO Contracting, Inc. of $2,144,954, the soft costs of $273,064, <br />and the contingency of $100,000, the total project cost is $2,518,018. <br /> <br />Staff recommends that Council award the 2005 Street Reconstruction and <br />Concrete Replacement Project to ABCO Contracting per their low bid price for <br />full depth asphalt street reconstruction and concrete replacement in the amount <br />of $2,144,953.68, with authorization for the Mayor and City Clerk to execute the <br />contract documents. Staff requested authorization to execute change orders up <br />to $100,000 in additional work and project contingency. <br />
