City Council Meeting Minutes May 3, 2005 Page 13 of 16 Mayor Sisk asked if the City should negotiate to purchase the Dillon Road facility, once it is abandoned. Public Works Director Phare stated that could be included in the negotiation discussions. He explained the preparation of a service agreement for water service outside the City for Public Service would be delayed until they receive appropriate Boulder County 1041 approval. City Attorney Light explained an agreement and ordinance would be presented for Council review. There was Council consensus on authorizing Staff to enter into negotiations with Public Service for a water service line for their proposed gas compressor station. AWARD BID TO ABCO CONTRACTING FOR 2005 STREET AND CONCRETE REPLACEMENT PROGRAM Mayor Sisk requested a Staff presentation. Public Works Director Tom Phare reported on the April 28, 2005 bid opening for the 2005 Street Reconstruction and Concrete Replacement Project. The lowest bid was submitted by ABCO Contracting, in the amount of $2,144,953.68. This year's project includes portions of Main Street; Front Street; County Road; Elm Street; Parkview Street; Rex Street; Roosevelt Avenue; Bella Vista Drive; East Street; Walnut Street; the Via Appia Crosswalk and various locations. The construction activities on the project are scheduled to commence in mid/late May and be substantially complete by early September. Funding for the street reconstruction portion of the project is available from the following funds: Capital Projects Fund, Street Reconstruction; Bella Visa/County Road; Traffic Control Devices. Funding for the water line replacement is available from the Enterprise Fund. Funding for the concrete replacement is available from the Capital Project Fund, Sidewalk and Tennis Courts and from the Conservation Trust Fund, Trail Improvement. The total projected cost for all CIP funded activities is $2,252,329. The budget for the same work is $2,494,300 leaving a difference of $241 ,971 of which Staff is requesting a $100,000 for a project contingency. With the low bid submitted by ABCO Contracting, Inc. of $2,144,954, the soft costs of $273,064, and the contingency of $100,000, the total project cost is $2,518,018. Staff recommends that Council award the 2005 Street Reconstruction and Concrete Replacement Project to ABCO Contracting per their low bid price for full depth asphalt street reconstruction and concrete replacement in the amount of $2,144,953.68, with authorization for the Mayor and City Clerk to execute the contract documents. Staff requested authorization to execute change orders up to $100,000 in additional work and project contingency.
