City Council Meeting Minutes June 7, 2005 Page 5 of 16 Eva Kosinsky, 1301 Jackson Court, Louisville, CO voiced her confusion with the CAFRA report relative to the reuse water line and the Golf Course Bonds. She asked where lawsuits against the City are accounted for in the CAFRA. Finance Director Leslie explained a lawsuit expense would appear in the CAFRA notes and the reuse waterline would appear under capitalized items. City Manager Simmons reported the City received a loan from the Colorado Water and Power Authority in 2002, which was used for the reuse water line, water rights acquisition and improvements to the Louisville Water Treatment Plant. The reuse water service line will also be used to water the new Community Park and open space areas. COUNCIL COMMENTS Council member Brown asked Ms. Swanhorst to address the City's information technology program. Ms. Swanhorst commented the City's financial software system is old, and the IT staff may not be trained to manage a new system. City Manager Simmons stated the financial software is ten years old, and the 2005 budget provides Capital Funds to update that system. A new system would accommodate other departments, and permit departments to share information. Mayor Sisk commended Finance Director Leslie, for her work on the 2004 Comprehensive Annual Financial Report (CAFRA), and extended Council's thanks to Ms. Swanhorst.
