Public Service Company has accepted a two-year extension of <br />the franchise through July 15, 2007. Staff recommended adoption of a motion to <br />table Ordinance No. 1464, Series 2005 for no further action and proceed with the <br />1st reading of Ordinance No. 1472, Series 2005, which would extend the current <br />gas and electric franchise granted to Public Service Company of Colorado. <br /> <br />No action was taken on Ordinance No. 1464, Series 2005. <br /> <br />ORDINANCE NO. 1472, SERIES 2005 - AN ORDINANCE AMENDING <br />ARTICLE VI, SECTION 1 OF ORDINANCE NO. 554, SERIES 1977, AS <br />AMENDED BY ORDINANCE NO. 994, SERIES 1989, ORDINANCE NO. 1258, <br />SERIES 1997, ORDINANCE NO. 1296, SERIES 1999, AND ORDINANCE NO. <br />1378, SERIES 2002, ORDINANCE NO. 1449, SERIES 2004 AND ORDINANCE <br />NO. 1458, SERIES 2004 TO EXTEND TO AND INCLUDING JULY 15, 2007, <br />THE ELECTRIC AND GASEOUS FUEL FRANCHISE GRANTED BY THE CITY <br />OF LOUISVILLE, COLORADO TO PUBLIC SERVICE COMPANY OF <br />COLORADO _1st reading - set public hearing 6/21/05 <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1472, Series 2005. <br /> <br />Assistant City Manager for Governmental Relations Balser reported that <br />Ordinance No. 1472, Series 2005 extends the current gas and electric franchise <br />granted by the City of Louisville to Public Service Company of Colorado through <br />July 15, 2007. Public Service agreed to the two year extension but expressed <br />the Company's unwillingness to reduce the term of the contemplated renewal <br />franchise by 2 years as requested by the City Council. It is their belief the term of <br />the renewal franchise will be one of the franchise issues the parties will <br />negotiate. Ordinance No. 1472 includes Section 2, which reduces by two years <br />the term of the new franchise under negotiation. If the Council desires to remove <br />Section 2 from the ordinance, such action can be done as part of a motion. <br /> <br />PUBLIC COMMENT <br /> <br />Linda Schutter, 1801 Fillmore Court, Louisville, CO voiced her concerns over the <br />Xcel utility meters in the Mesa Point subdivision. She explained between <br />January and February there was a large spike in her energy consumption and <br />140% increase in her billing statement. She noted other homeowners in the <br />neighborhood have had the same problem. She stated Xcel Energy has not <br />responded to her calls. <br />
