<br />City Council <br />Meeting Minutes <br />July 5, 2005 <br />Page 8 of 13 <br /> <br />Tom Davidson stated the ordinance refers to industrial area only. <br /> <br />Mayor Sisk voiced his support of housing units and commercial development on <br />the Storage Technology property. He felt that Areas #5 and #2 are also <br />appropriate for housing and transit-oriented developments. He stressed the <br />Mayor and Council's belief the Comprehensive Plan should be an advisory <br />document. <br /> <br />Mayor Sisk stated the population should be allocated by Opportunities Areas. <br />Planning Director Wood stated the population is allocated by land uses rather <br />than by specific areas. <br /> <br />Mayor Sisk stressed the importance of population projections and a phasing <br />plan. <br /> <br />Council member Marsella did not favor using population numbers in a visionary <br />and flexible comprehensive plan. She stated the densities in the plan should be <br />used. She did not wish to see population controls. <br /> <br />Council member Van Pelt concurred, but preferred to see a range of population <br />numbers. She did not favor a prescription document, but supported a phasing <br />plan for development. <br /> <br />Council member Brown stressed the importance of planning for the empty <br />nesters and senior citizens. He asked Mr. Hansen how he determined the <br />housing needs for the aging population. Mr. Hansen explained he used the <br />Planning Commission's population and housing forecast for his analysis. He <br />projected there would be a 200% growth in this population by the year 2025. <br /> <br />Council member Brown asked Mr. Mayer to clarify his statement about Council's <br />desire for development. Mr. Mayer stated he was referring to the transit oriented <br />development. <br /> <br />Council member Brown asked Planning Director Wood what type of document he <br />is looking for. Planning Director Wood stated he is looking for a document, which <br />would express Council's direction on future developments. <br /> <br />Council member Brown agreed the citizens are looking for numbers in the land <br />use areas. He addressed Louisville as a regional retail and suggested new retail <br />opportunities. <br /> <br />Council member Van Pelt asked Planning Director Wood about entitlements in <br />area #1. Planning Director Wood stated the required infrastructure for <br />development would be reimbursed by residential impact fees. <br />
